Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Robyn Holder, CPPB (PMD).

2.                     Parties: City of Port St. Lucie and Environment-One Corporation.

3.                     Purpose: Purchase E-One grinder pumps and related parts for new construction, preventative maintenance of current systems and septic to sewer conversions.

4.                     New/Renewal/Modified: Modified.

5.                     Duration: 3 years with automatic renewals unless either party notifies the other party in writing at least 90 days before the end of the current 3-year term.

6.                     Benefits to Port St. Lucie: Providing all necessary pumps and related parts to connect or convert systems to the City’s wastewater system.

7.                     Cost to Port St. Lucie (Annual and Potential): Additional $116,378.03 annually or as needed. Future expenditures will be allocated in each fiscal year’s budget.

Staff Recommendation: Move that the Council approve Amendment #1 to Contract #20210104 to purchase grinder systems and related parts from Environment-One Corporation on an as needed basis.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Amendment #1 to Contract #20210104.

2.                     Move that the Council not approve Amendment #1 to Contract #20210104 and provide staff with direction.

 

Background: The Utility Systems Department (USD) began a pilot program in 2020 with the E-One grinder systems. The program was deemed a success. When the supply chain for these systems became an issue, the USD received approval from Council to begin purchasing these systems in greater quantities to keep up with the demand. Throughout the course of hundreds of installations, it became known that there was a need for many additional related parts. 

 

Issues/Analysis: Staff has reviewed the additional parts list and recommends approval to purchase the related parts for the grinder systems on an as needed basis.

                     

Financial Information: Funds are appropriated in the Utility Connection Fee Fund / Sewer Field Operations / Grinder Systems (#439-3515-552330-00000) and the Utility Renewal & Replacement Fund / Preventative Maintenance / Improvements O/T Building (#438-3516-563000-00000).

 

Special Consideration: City Council approved Environment-One Corporation as Single Source Contractor on March 28, 2022.
