Summary Brief (Agreements/Contracts only)

2.                     Parties: City of Port St. Lucie and Accurate Septic Services, Inc.  

3.                     Purpose: To provide the USD with a secondary and/or backup vendor for Wet Lime Residual Hauling at the Prineville Water Treatment Facility.

4.                     New/Renewal/Modified: New.

5.                     Duration: The Agreement will be effective upon execution through March 31, 2030.

6.                     Benefits to Port St. Lucie:  Accurate Septic Services, Inc. would serve as a secondary or back-up to the USD’s primary wet lime residual hauler thus minimizing the chance for delays in service.

7.                     Cost to Port St. Lucie (Annual and Potential): Unit price per ton is $22.00. Estimated expenditure for Fiscal Year 2024/2025 is $117,800. Future expenditures will be appropriated in each year’s budget.

Staff Recommendation: Move that the Council approve, per Chapter 35.08(a)(10)(b) (piggyback exception to formal bidding), participation in Contract resulting from ITB #25-17 issued by Fort Pierce Utilities Authority (FPUA) for Wet Lime Residual Hauling.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve participation in Contract resulting from ITB #25-17 issued by FPUA for Wet Lime Residual Hauling.

2.                     Move that the Council not approve  participation in the Contract resulting from ITB #25-17 issued by FPUA for Wet Lime Residual Hauling and provide staff with direction.

 

Background: The USD is currently contracted with Dedicated Transport (Contract #20180193 with KAG Specialty Products Group, LLC) for the hauling & disposal of water treatment lime residuals. However, due to unforeseen circumstances, KAG has indicated that their disposal site may restrict incoming loads based on tonnage capacity. If this occurs, KAG may be unable to provide the necessary service, which could have a negative impact on lime residual disposal operations at the Prineville Water Treatment Facility. To ensure continuity of service, the USD requires an alternative disposal vendor. In such a case, participating in the Piggyback Agreement based on the FPUA Contract with Accurate Septic Services, Inc. would serve as a secondary contract, providing lime hauling & disposal support whenever KAG is unable to meet demand. These services are critical to maintaining daily operations.

 

Issues/Analysis:   This Agreement is intended to be a secondary or backup to Contract #20180193 with KAG. During periods of increased load volumes at the Prineville Water Treatment Facility, KAG may be unable to maintain lime residual disposal schedules, potentially resulting in delays and the accumulation of sludge within the Lime Plant. USD has no intention of terminating its contract with KAG but seeks to ensure uninterrupted service.

 

Staff has reviewed the agreement and finds that it meets the needs of the USD and meets all the requirements of the City’s purchasing ordinance.

                     

Financial Information: Funds are appropriated in Utility Op Fund / Water Plant Oper-Prineville / Sludge Removal Fund (431-3310-543410).
