Executive Summary (General Business): This application is an amendment to the site plan for the Costco Distribution Center to add 7.54 acres of land to the project and to incorporate a solar energy system in the design of the project to power to the development. The 7.54 acres is legally described as Tract 1, Southern Grove Plat No. 47 and located on the north side of the property.
The proposed site plan amendment adds roof top solar power to the Phase I and Phase II buildings. It adds solar parking canopies over most of the employee parking areas, and it includes ground mounted solar panels along the southwest side of the property adjacent to SW Anthony F. Sansone Sr Boulevard. The proposed solar installation areas are shown in black on the attached site plan. Per the project engineer, the Costco property will be 100% off-grid with onsite solar generation (22,000 solar panels) and battery storage (23.4 megawatts). The only exception will be for a small fleet charging electric service through Florida Power and Light (FPL). Otherwise, site operations will be fully self-contained and powered with renewable energy generated and stored on-site. The system is designed with multiple layers of resiliency managed by an energy management system and backed up with an emergency generator to support maintenance schedules.
Representatives from the Costco Wholesale Corporation, the project engineer, and the solar design team will attend the meeting either in person or via Zoom to answer any questions and/or provide an overview of the project and the solar component if requested by Council.

Staff Recommendation: Move that the Council approve the site plan as recommended by the Site Plan Review Committee.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the site plan.
2. Move that the Council not approve the site plan and provide staff direction.
Background: The Site Plan Review Committee recommended approval of the proposed site plan at the March 12, 2025 Site Plan Review Committee meeting.
Issues/Analysis: Chapter 153 of the City’s Code of Ordinances defines a solar energy system as any device or combination of devices or elements which rely upon direct sunlight as an energy source including, but not limited to, any substance or device which collects sunlight for use in the heating or cooling of a structure or building, the heating or pumping of water, or the generation of electricity. Section 158.230 of the Zoning Code establishes the provisions for the review of a Solar Energy System. The project was found to be in accordance with the provisions of Section 158.230 as noted in the staff report.
