2.                     Parties: City of Port St. Lucie and Kimely-Horn and Associates, Inc.

3.                     Purpose: To procure a professional Engineering firm to evaluate and supervise the membrane element replacements, conduct train membrane optimization and train piping upgrades services for the RO water treatment plant.

4.                     New/Renewal/Modified: New.

5.                     Duration: Five years.

6.                     Benefits to Port St. Lucie: To maintain the highest quality drinking water for the City.

7.                     Cost to Port St. Lucie (Annual and Potential): This lump sum contract is $474,320 for required services and $22,720 for optional services to help the City facilitate the study for a total of $497,040.

Staff Recommendation: Move that the Council award contract #20180057R with Kimley-Horn and Associates, Inc. for the study and replacement of membranes at the RO water treatment plant.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and award contract #20180057R.

2.                     Move that the Council reject contract #20180057R and provide staff with direction.

 

Background: It is the intent of the City to procure a professional Engineering firm to carry out membrane element replacements. The tasks for this project shall include the RO membrane pilot testing study, pilot testing results, production of a membrane selection recommendation report, production of membrane element procurement bidding documents, bid award support, production of the membrane installation bid documents, installation supervision, train membrane optimization and certification by the engineer that each train meets treated water quality specifications.

 

Issues/Analysis: Staff held multiple negotiation meetings with Kimley-Horn and Associates, Inc. and with additional review of the scope, contractual terms and pricing of services, staff has determined that the fees for these services are fair and reasonable.

                     

Financial Information: Funds are appropriated in FY 2018-19 Budget for Repair & Maintenance Fund/Water-Plant Operation/Other Contractual Services (438-3310-534000).

 

Special Consideration: N/A.

 

Location of Project: Due to the Critical Infrastructure Sector of the Homeland Security Act, no location map is provided for Water and Wastewater Facilities.
