Executive Summary (General Business): As a result of the collective bargaining agreements that have been ratified by Council for fiscal year 2021-2022 the pay rate for non-bargaining personnel needs to be established. In the past non bargaining personnel received the same compensation package as the civilian bargaining units.

Staff Recommendation: Move that the Council approve the compensation package for non-bargaining personnel to be reflective of the ratified civilian bargaining agreements for fiscal year 2021-2022.
Alternate Recommendations:
1. Move that the Council amend the recommendation and provide staff direction.
2. Move that the Council not approve and provide staff direction.
Background: As a way of background, collective bargaining agreements have been ratified by Council for the civilian bargaining units for FY 21-22 whereby the pay rate for union employees will increase by 2.0% on October 1, 2021. Bargaining unit members whose wage rate is above the new maximum of their pay range will receive a one-time lump sum payment equal to two percent (2.0%) of their annual wage which will not be added to the base wage.
Effective with the first full pay period of July 2021, bargaining unit members will be eligible to receive a two-and one-half percent (2.5%) merit increase, but not to exceed the maximum of their pay range. Any amount of the merit increase which would increase the member’s wage rate beyond the maximum of the pay range will be paid as one-time lump sum payment not added to the base wage.
The minimum and maximum rates of the city’s Pay Plan for union employees increases by 2.0% at the same time. (Note: employees will see one increase of 2.0% on 10/1/2021).
Typically, increases for those not represented by a bargaining unit have mirrored that of the civilian bargaining agreements. The item before you provides the same increases to those not represented by a bargaining unit as was afforded bargaining unit personnel.
