6. Benefits to Port St. Lucie: This study will provide data for the city staff and elected officials to use as we process annexation requests in the future or as a basis to reevaluate and change the policy on future annexation requests.
7. Cost to Port St. Lucie (Annual and Potential): Estimated expenditures will be $146,140.00. In addition, $22,000.00 in optional services which may be required.

Background: The City desires to complete a Boundary and Annexation Study of the City.
The City is in a period of rapid growth as it transitions from a suburban area to an urban center. Continuing development pressure underscores the desirability of the City to investors and consumers alike. There has never been a formal boundary and annexation study of this scope completed for the City. It is structured to provide a data driven analysis of the implications of expanding the City’s boundary for the use of the elected officials and staff.
As we work to manage the current growth, we frequently are operating more reactively than proactively. It is important to also ensure we are informed and proactive in our planning for what is in the best interests of the City of the future.
An RFP for qualifications was issued on November 22, 2022, to 772 potential suppliers. There was one proposal received on December 21, 2022. After review of the submitted proposal, the firm was deemed responsive.
PMD began negotiations with GAI Consultants, Inc. After several rounds of negotiations, an agreement was made to accept the proposal of $146,140.00. In addition, $22,000.00 in optional services which may be required.
Financial Information: Funds are appropriated in General Fund for Planning and Zoning / Professional Services (#001-1500-531000-00000).
