Summary Brief (Agreements/Contracts only)
1. Prepared by: Autumn Bryan, Procurement Contracting Officer I, (PMD).
2. Parties: City of Port St. Lucie and NV & VD, LLC.
3. Purpose: To contract event catering services for the MIDFLORIDA Event Center.
4. New/Renewal/Modified: New.
5. Duration: The Contract Period start date will be May 1, 2026 and will terminate three (3) calendar years thereafter on April 30, 2029. The City shall have two (2), one (1) year option(s) to renew.
6. Benefits to Port St. Lucie: To provide quality event catering services, for any individual or entity that utilizes catering services at the MIDFLORIDA Event Center.
7. Cost to Port St. Lucie (Annual and Potential): N/A, the Contractor shall pay the City the commission rates stated in the Contract.

Staff Recommendation: Move that the Council award Contract #20250193 for MidFlorida Event Center Catering Contract to NV & VD, LLC.
Alternate Recommendations:
1. Move that the Council amend and approve the recommended proposal.
2. Move that the Council reject all proposals and provide staff with direction to resolicit or cancel the Request for Proposals.
Background: The MIDFLORIDA Event Center is a local, state, and regional special event center of the City of Port St. Lucie. By hosting events and offering a variety of services, the Event Center showcases and provides economic benefit to its community. The venue’s promise is to provide an exceptional product, in a safe environment, while maintaining the integrity and financial health of the facility. The current contract for event catering services ends on April 30, 2026.
Issues/Analysis: A Request for Proposals was issued on October 23, 2025, to 1,250 potential consultants. There were two (2) proposals received on December 3, 2025. PMD held the first evaluation committee meeting on January 23, 2026, to review and discuss the proposals and individual scores. Both proposers were invited to a second evaluation meeting, a blind taste test, held on Feb 10, 2026. The Evaluation Committee reviewed their scores and adjusted accordingly. The final scores were announced as followed:
#1 Ranked Firm: NV & VD, LLC - 80.2 average score
#2 Ranked Firm: Creative Catering - 76.6 average score
PMD then facilitated negotiations with the top ranked firm, NV & VD, LLC, and the resulting agreement that was reached is attached and recommended for award.
Financial Information: NV & VD, LLC, has agreed to pay the City the below commission sales without regard to their actual collections: Catering Sales - 12%; Concession Sales - 12%; Alcohol Sales - 15%; Floral, Decorating, or other Food & Beverage Vendor Leasing/Licensing - 12%; Catering/Concessions for City Agency Events Offsite - 12%; Gross Sales (kitchen maintenance, utilities, and repairs as needed) - 1% (minimum)
