Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Jason Bezak, PMD.

2.                     Parties: City of Port St. Lucie and Synagro South, LLC.

3.                     Purpose: Would allow the use of a vendor to perform vital sludge processing and removal services at our wastewater treatment facilities during periods of maintenance and/or equipment failures

4.                     New/Renewal/Modified: New.

5.                     Duration: The Contract Period is for twelve (12) months and began on April 15, 2021 through April 14, 2022 with an option to renew for four (4) additional twelve (12) month periods.

6.                     Benefits to Port St. Lucie: Provides additional backup, to our redundant systems, required to process and dispose of bio-solids (sludge) at our wastewater treatment facilities.

7.                     Cost to Port St. Lucie (Annual and Potential): Expenditures will be as appropriated in each year’s budget.

Staff Recommendation: Move that the Council waive the bidding, per Chapter 35.04 (c), good cause shown, and approve participating in the Palm Beach County Term Contract # 21012 for Sewage Cake Sludge, Dewatering, Hauling and Disposal of with Synagro South, LLC.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve participating in the Palm Beach County Term Contract # 21012 for Sewage Cake Sludge, Dewatering, Hauling and Disposal with Synagro South, LLC.

2.                     Move that the Council not approve participating in the Palm Beach County Term Contract # 21012 for Sewage Cake Sludge, Dewatering, Hauling and Disposal with Synagro South, LLC. and provide staff with direction.

 

Background: On-site systems currently exist at the Utility Systems Departments’ Glades and Westport Wastewater Treatment Facilities to process and dispose of bio-solids (sludge) through a dewatering process. This highly specialized equipment undergoes maintenance periodically. Like most mechanical equipment, on occasion, this specialized equipment fails. In some instances, the equipment requires servicing and parts from an authorized manufacturer representative. In the past, the Utility has experienced time delays in warranty repairs of said equipment and delays in acquiring replacement parts due to supply and demand shortages.

 

Issues/Analysis: Staff has reviewed Palm Beach County’s Term Contract and finds that it meets the needs of the City and meets the requirements of the City’s procurement ordinance.

                     

Financial Information: Funds are appropriated in the Utilities budget for sludge hauling for Glades and Westport (431- 3513-543410-00000 and 431-3512-543410-00000).

 

Special Consideration: N/A.

 

Location of Project: Due to the Critical Infrastructure Sector of the Homeland Security Act, no location map is provided for Water and Wastewater Facilities.
