Executive Summary (General Business): Requesting approval of a resolution required by the Florida Inland Navigation District as part of the 2022-2023 Waterways Assistance Grant Application.

Staff Recommendation: Move that the Council approve the Florida Inland Navigation District Resolution.

Background: In 2017, the Florida Inland Navigation District (FIND) approved the City of Port St. Lucie's Boardwalk Extension Project as a multi-year project pursuant to Rule 66(B)-2.005(4). In Fiscal Year 2017-18, the City was awarded approximately $70,000 in funding from FIND for improvements to the ±10 acre waterfront park. For Fiscal Years 2018-19 and 2019-20, the City requested and received $400,000 (each year) in funding assistance related to the construction of the Riverwalk boardwalk from the Westmoreland Park area north to Bridge Plaza Tract E. In Fiscal Year 2020-21, FIND provided $36,000 in funding for the Veterans Rivergate Boatramp Phase I -Design and Permitting. In Fiscal year 2021-22, FIND awarded$235,850 in funding for the Boardwalk connection under the Port St. Lucie Blvd Bridge, and identified this as a multi-year project to be funded.
Future phases of the Boardwalk include additional dockage in the Rivergate Canal area (under design) and a connecting segment under the Port St. Lucie Blvd bridge. These improvements will continue to enhance public access to the river, river related recreation, and promote environmental education. Additional projects were recently identified as part of The Port District Master Plan and prioritized by City Council at their 2022 Winter Retreat. The City anticipates continuing to partner with FIND on project elements specifically designed to connect people with Florida’s waterways.
Issues/Analysis: The application for funding assistance was prepared in consultation with the consultant for the Boardwalk Expansion project and the City’s grant team. The application will be submitted prior to the March 28, 2022, deadline and the resolution contained herein is required to be submitted upon approval.
Financial Information: The cost for the construction of the Boardwalk Segment under the Port St. Lucie Blvd Bridge is estimated to be $1,130,000. The City requested $400,000 in FY 2021-22, and was awarded partial funding in the amount of $235,850. For FY 2022-23, the City is requesting $400,000 in funding assistance from FIND as part of a multi-year funded project. Funding has been included in the City’s Capital Improvement Project program listing for several years.

Location of Project: The project is located underneath the Port St. Lucie Boulevard bridge, connecting to the Westmoreland Segment and the Tom Hooper Segment along the North Fork of the St. Lucie River.
