Summary Brief (Agreements/Contracts only)

2.                     Parties: City of Port St. Lucie and SESCO Lighting. 

3.                     Purpose: Enhance lighting in the MidFlorida Event Center for a premium guest experience and replace what will soon be outdated ballast technology that can neither be replaced or repaired.

4.                     New/Renewal/Modified: New.

5.                     Duration: two (2) years with three (3) one (1) year renewal options.

6.                     Benefits to Port St. Lucie: Meteor lights are energy efficient and capable of changing temperature and dimming. This allows guests to have a lighting design exclusive for their needs.

7.                     Cost to Port St. Lucie (Annual and Potential): Estimated Expenditures $185,000.00

Staff Recommendation: Move that the Council waive the bidding, per Chapter 35.08 (25) (a) (1) where the compatibility of equipment, accessories, or replacement parts is of paramount consideration, there are no commercially available substitutes for these components and/or replacement parts, which can only be purchased from the manufacturer or distributor.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the Sole Source Contract #20260054 for lighting fixtures.

2.                     Move that the Council not approve Sole Source Contract #20260054 and provide staff with direction.

 

Background: The Midflorida Event Center has Compact Fluorescent and fluorescent lights throughout the entire building. These fixtures are outdated with failing ballasts. There are not any replacements being made for the failing fixtures. Meteor lights are exclusively distributed by SESCO lighting. Meteor lights are LED and can operate independently or grouped with other fixtures. These lights come in varying sizes with the capability to change color temperature and dim in thousands of configurations.

 

Issues/Analysis: Meteor Lighting is light fixtures manufactured within the U.S. The fixtures are energy efficient LED compatible with professional theatre and conference rooms lighting systems. These fixtures are hardwired into the building's dimming system with additional capabilities of being operated by Bluetooth. The dimming system currently in the Event Center calls for lumen output up to 7,500 LM or above, which allows for dimming from 1 % to 100% brightness and color temperature adjustment from 2500K to 6500K which Meteor lighting fixtures can provide. These light fixtures along with the dimming systems installed in the Event Center will be utilized for decades, eliminating the need to replace Compact fluorescent lamps.
