Executive Summary (General Business): The agreement is between the City of Port St. Lucie, specifically the Police Department’s Animal Control Section, and the Humane Society of St. Lucie County, Inc., which is a not-for-profit corporation and a no-kill shelter, will provide protection to impounded animals in the form of shelter, care, and adoption of these animals, as well as other services necessary.

Staff Recommendation: Move that the Council approve the second amendment to this agreement for animal shelter, board, and care.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the second amendment to the agreement for animal shelter, board, and care.

2.                     Move that the Council not approve the second amendment for the agreement and provide staff feedback.

 

Background: The Humane Society of St. Lucie County affords the citizens of Port St. Lucie the services of accepting animals by providing board, shelter, care for all animals picked up in Port St. Lucie’s Animal Control Section. As well, the Humane Society assists with holds, quarantines, or pets held in protective custody. They are also charged with assisting animals with their medical needs to ensure their needs are met, and the adoption process. The Humane Society maintains compliance with State and Local regulations, ensuring they comply with all City Ordinances in the operation of an animal shelter.

 

At the time of the negotiations with the Humane Society of St. Lucie County, it was agreed that the City of Port St. Lucie would pay $5.25 per citizen, according to BEBR figure, the population of the City of Port St. Lucie is 210,000 residents. The rounded-up amount of this new contract equates to $1.1 million.

 

The term of this agreement is October 2020, through September 30, 2024.

Financial Information: The City of Port St. Lucie has agreed to pay the Humane Society’s new contract total of $1,012,500 in 2021-2022. As well, the SPCA Spay and Neuter Program will cost the city $37,500 in 2021-2022, along with the Trap, Neuter, & Release program to reduce the number of feral cats will cost $50,000 in 2021-2022.
