2. Parties: City of Port St. Lucie and all awarded vendors.
3. Purpose: To purchase fleet vehicles at discounted prices.
4. New/Renewal/Modified: New.
5. Duration: The initial term is from May 17, 2023 through May 16, 2025 with a one (1) year renewal ending May 16, 2026.
6. Benefits to Port St. Lucie: Allows the City to purchase law enforcement vehicles, sedans and hatchbacks, minivans and vans, sport utility vehicles, light duty trucks, medium duty trucks, and low speed vehicles.
7. Cost to Port St. Lucie (Annual and Potential): The cost to the City will be determined per purchase at the negotiated rates contained in this contract.

Staff Recommendation: Move that the Council waive the bidding, per Chapter 35.04(c), good cause shown, and approve participating in the State of Florida Contract #25100000-23-STC for the purchase of Motor Vehicles with all awarded vendors.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve participating in the State of Florida Contract #25100000-23-STC.
2. Move that the Council not approve participating in the State of Florida Contract #25100000-23-STC and provide staff with direction.
Background: The State of Florida offers statewide purchasing contracts on a variety of vehicles that are available to eligible agencies. These contracts provide a discount for purchases much larger than if the City issued a solicitation of its own. The City has used the State of Florida contracts to purchase fleet vehicles in previous years at discounted prices.
Issues/Analysis: Staff has reviewed the State of Florida Contract and finds that it meets the needs of the City and meets the requirements of the City’s procurement ordinance.
Financial Information: Funds will be appropriated in the FY 2023/2024 budget in various City Departments / Vehicles. Future purchases will be as per approved budget.
