2. Parties: City of Port St. Lucie and Heavy Civil, Inc.
3. Purpose: To regrade and stabilize the canal banks at the south end of the Herman Canal, as well as modifications to the existing control structure and the addition of a catwalk.
4. New/Renewal/Modified: New.
5. Duration: 120 calendar days from Notice to Proceed.
6. Benefits to Port St. Lucie: These improvements will enhance the structural stability of the access road and surrounding canal bank, reducing the risk of erosion and infrastructure failure.
7. Cost to Port St. Lucie (Annual and Potential): One-time expenditure of $289,266.00.

Staff Recommendation: Move that the Council award Contract #20250190 and enter into a unit price contract with Heavy Civil, Inc. for the McCarty Ranch Herman Canal Improvement Project.
Alternate Recommendations:
1. Move that the Council amend and approve the recommended bid.
2. Move that the Council reject all bids and provide staff with direction to rebid or cancel the bid.
Background: The McCarty Ranch Extension was purchased in 2012 with the plans to use it as a water storage and treatment facility to help meet the City’s water demands for decades to come. The scope of work includes stabilizing the canal bank to prevent erosion and maintain structural integrity. As part of the upgrade, a new aluminum catwalk will be fabricated and installed above the culvert, providing safe and reliable access for staff to operate and maintain the water control gates.
An E-Bid was issued on August 11, 2025, to 1,332 potential suppliers. There were 86 plan holders with 8 bids being received of which 1 was deemed non-responsive.
Issues/Analysis: Staff has reviewed the proposals and finds that Heavy Civil, Inc. provides the best value to the City.
Financial Information: Funds are appropriated in the Utility Fund / McCarty Ranch / Improvements O/T Building (#431-3314-563000-25USD009P-CONSTRUCT).
