Executive Summary (General Business): The Owners of the real property located at 660 Peacock Blvd., Unit 4, have agreed to lease the property to the City, subject to the terms and conditions set forth in the Lease Agreement that is being submitted to the City Council for approval.

Staff Recommendation: Move that the Council approve of the resolution authorizing the lease of real property designated as Unit 4 in the building located at 660 NW Peacock Blvd., Port St. Lucie, Florida, 34986, for the storage of evidentiary vehicles in the custody of the City’s Police Department.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the Resolution authorizing the lease.

2.                     Move that the Council not approve the Resolution and provide staff direction.

 

Background: The subject property is approximately 10,771 rentable square feet of industrial space on the ground floor designated as Unit 4 in the building located at 660 NW Peacock Blvd., Port St. Lucie, Florida 34986, including 893 square feet of finished office/restroom area plus 923 feet of limited access loft storage. The City’s Police Department currently stores evidentiary vehicles in an open air parking lot at the Wastewater Treatment Plant located on SW Glades Cutoff Road where the vehicles are exposed to the elements. The lease of this industrial space is an indoor solution that will better preserve the collected condition of the vehicles as required and reduce the degradation of evidence due to exposure.

 

Issues/Analysis: As the City continues to grow, the Police Department finds itself in need of additional spaces for storage of evidence. Having the opportunity to lease an indoor facility for this purpose ensures the reliable maintenance of evidence vehicles and affords a distinct advantage not likely to be repeated if action was delayed. The lease of this property is both strategically prudent and fiscally advantageous in consideration of future storage needs.

                     

Financial Information: The lease will cost the City approximately $156,600 a year over the next five years, plus additional costs and expenses, which include but are not limited to operating expenses, the cost of the appraisal, and security installation costs.
