Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Frank Knott, Project Manager, Community Redevelopment Agency.

2.                     Parties: City of Port St. Lucie and Federal Highway Administration (FHWA).

3.                     Purpose: To enter into a RAISE Grant Agreement for Village Green Drive Design Services.

4.                     New/Renewal/Modified: New.

5.                     Duration: Project to be complete on or before June 30, 2027.

6.                     Benefits to Port St. Lucie: Complete Streets and roundabouts are demonstrated transportation safety features that reduce surface transportation-related crashes, injuries, and fatalities. Complete Street elements including sidewalks, dedicated bike lanes, improved transit facilities, and street-level lighting will reduce areas of conflict for pedestrians, bicyclists, and bus riders.

7.                     Cost to Port St. Lucie (Annual and Potential): $500,000 ($2,500,000 grant includes a 20% match from local funds).

 

Presentation Information: Staff will be available to answer any questions.

 

Staff Recommendation: Move that the Council approve the RAISE Grant Agreement.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the agreement.

2.                     Move that the Council not approve the agreement and provide staff direction. 

 

Background: In 2018, Village Green Drive was selected by the St. Lucie Transportation Planning Organization as the #1 corridor (out of 137) in need of Complete Street improvements. The city subsequently launched a master planning process to develop a Complete Street on Village Green Drive. In 2021, the Village Green Drive Master Plan was completed by MARLIN Engineering. Following extensive community engagement (including surveys, virtual meetings, door-to-door canvassing of businesses along the corridor, and an in-person open house), the master plan recommended a conceptual design that includes roundabouts, intersection improvements, traffic calming features, 5’ separated bike lanes, 6’ to 10’ sidewalks, the addition of a median between SE Walton Road and SE Tiffany Avenue, and an enhanced/relocated Wood Stork Trail. Additional recommendations include access management strategies, streetscape improvements, enhanced landscaping, and the introduction of green infrastructure. 

 

Issues/Analysis: The Resolution authorizes the City Manager, or his designee, to enter into the RAISE Grant Agreement with FHWA together with City Staff taking necessary actions to implement the terms and conditions of the agreement.

                     

Financial Information: The estimated cost of the design project is $2,500,000.00.  The RAISE Grant totals $2,000,000.00 with the remaining $500,000.00 contributed by local funds.

Location of Project: Village Green Drive is located between U.S. Highway #1 and Tiffany Avenue.
