Staff Recommendation: Move that the Council approve the request to proceed with the submittal of 51% letter and application of the State (FDLE) FY 2021-2022 Edward Byrne Memorial Justice Assistance Grant (JAGC).

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the request to proceed with the submittal of 51% letter and application of the State (FDLE) FY 2021-2022 Edward Byrne Memorial Justice Assistance Grant (JAGC).

2.                     Move that the Council does not approve and/or provide staff direction on the request.

Background: On April 1, 2021, the Port St. Lucie Police Department (PSLPD) received notification from the Florida Department of Law Enforcement (FDLE) of the FY 2020 JAG-Countywide (JAGC) grant allocations. The amount allocated to St. Lucie County was $79,881 of which our agency’s one-third share is $26,627. On April 6, 2021, the County requested that once a determination of a project was made, PSLPD will submit a “51% Letter,” signed by the Mayor, to FDLE by Friday, May 14, 2021. The formal grant submittal is to be completed by May 28, 2021, through their online Grants Management System (GMS).

Issues/Analysis: The Port St. Lucie Police Department intends to use these allocated State JAG Countywide (JAGC) funds to purchase a License Plate Recognition (LPR) Commercial Data software subscription service within the City of Port St. Lucie. Currently, PSLPD can capture license plate information only from residential vehicles and not commercial vehicles (unless County assistance is provided).

Financial Information: PSLPD intends to use the allocated JAGC grant amount of $26,627 to purchase a License Plate Recognition (LPR) Commercial Data subscription. There is no matching requirement for this grant.

Special Consideration: The required “51% Letter” must be signed by Mayor Oravec and then sent to St. Lucie County for their submittal to FDLE by the May 14, 2021 deadline.
