Summary Brief (Agreements/Contracts only)

2.                     Parties: City of Port St. Lucie and SFWMD

3.                     Purpose: To obtain grant funds to support the Sagamore Basin Stormwater Treatment Area project, the Floresta Baffle Box and the St. Lucie River/C-23 Water Quality Project at McCarty Ranch.

4.                     New/Renewal/Modified: New

5.                     Duration: The final reimbursement request must be sent on or before September 20, 2022.

6.                     Benefits to Port St. Lucie: Enhanced water quality.

7.                     Cost to Port St. Lucie (Annual and Potential): 1) Sagamore Basin Stormwater Treatment Area Project: The project's total construction cost is $1,890,000 of which $838,230 is funded by the City of Port St. Lucie, and approximately 56 percent, not to exceed $1,051,770, is funded through the IRL Water Quality Improvement Grant. 2) Floresta Baffle Box: The project's total construction cost is $707,972 of which $34,500 by the City of Port St. Lucie and approximately 95 percent, not to exceed $672,472.23 is funded through the IRL Water Quality Improvement Grant. 3) St. Lucie River/C-23 Water Quality Project: The project's total construction cost is $6,592,483, of which $2,899,306 are funded by FDEP, $2,917,419 by the City of Port St. Lucie and approximately 12 percent, not to exceed $775,758 is funded through the IRL Water Quality Improvement Grant. Annual operating costs and match requirements will be provided in the Utility Systems and Public Works Department budgets.

Staff Recommendation: Move that the Council approve the Resolution authorizing the City Manager or his designee to enter into and execute Grant Agreements 4600004348, 4600004349, and 4600004353 and return it to the Public Works and Utility Systems Departments for final processing with SFWMD.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the resolution.

2.                     Move that the Council not approve the Resolution and provide staff direction.

 

Background: Governor Ron DeSantis and the Florida Legislature provided $25 million for a water quality improvement projects grant to benefit the Indian River Lagoon (IRL). Projects were eligible for maximum funding of $2.5 million per project or per applicant. The City of Port St. Lucie was awarded the maximum funding of $2.5 million for the following projects:

 

1)                     Sagamore Basin Stormwater Treatment Areas: The construction of the Sagamore East (approximately 5 acres) and West (approximately 4 acres) STAs which will receive runoff from a 293-acre area. The STAs consist of a treatment train of deep-water lakes and shallow water-planted wetlands. Other features include construction of 1,200 linear feet of storm pipe and associated catchment basins, two ditch bottom inlet type control structures, and a sheet pile weir control structure.

2)                     Floresta Baffle Box: The project will retrofit the surface water management system serving the Floresta Drive Drainage Basin (773 acres) through the installation of Type II baffle boxes upstream of the Kingsway Waterway outfall to the North Fork of the St Lucie River.

3)                     St. Lucie River/C-23 Water Quality Project at McCarty Ranch: The construction of four water storage and treatment impoundments encompassing 701 acres of former citrus groves.

 

Issues/Analysis: A project scope and schedule is detailed in the attached agreements.

                     

Financial Information: The match and operating costs are accounted for in the Public Works and Utility Systems department budgets.

 

Special Consideration: There are several critical milestones in the agreement that have been reviewed and agreed upon by the departments.
