3.                     Purpose: Procure the services of one Contractor for the construction of the Naranja Low Pressure & Force Main Improvement Project (Phase III).

4.                     New/Renewal/Modified: New.

5.                     Duration: 210 calendar days with no option to renew.

6.                     Benefits to Port St. Lucie: The Utility Systems Department (“USD”) committed to making immediate improvements and necessary repairs to comply with the Florida Department of Environmental Protection (FDEP) rules and regulations.

7.                     Cost to Port St. Lucie (Annual and Potential): One-time expenditure of $253,500.

Staff Recommendation: Move that the Council award Contract #20220079 and enter into a unit price contract with Eastern Pipeline Construction, Inc. for the Naranja Low Pressure & Force Main Improvements - Phase III project.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and award Contract #20220079.

2.                     Move that the Council not award Contract #20220079 and provide staff with direction.

 

Background: The wastewater service area known as Sections 24 and 6 include 425 lots that are predominately served by a low pressure system.  This area is located off Floresta Drive between Calmoso Drive and Verada Avenue.  Originally, the 4-inch and 6-inch low pressure mains (LPM) were routed to gravity collection systems because of sewer backup problems during heavy rain flooding.  A review of the alternatives discharge rerouting to alleviate these problems will require the construction of the Prima Vista 6-inch Force Main. The Project entails the installation of approximately 2,450 linear feet of new 6-inch force main along Prima Vista Blvd. starting at NE Naranja Avenue and ending west of Sandia Avenue. The eastern leg of the force main (800 feet) will replace an existing force main and connect to a dry force main (320 feet) located in front of the Wawa convenience store at the intersection of Prima Vista Blvd. and SE Floresta Dr. To the west of the dry force main, approximately 1,300 linear feet of 6-inch force main extension will be constructed along Prima Vista Blvd. to connect to an existing 8-inch force main located downstream of PSLUSD’s Lift Station NP-01. The project will be constructed by horizontal directional drill except for the required connections at the ends of the project and connections of the drill lengths, which will be installed by open cut.

 

An E-Bid was issued on July 5, 2022, to 1485 potential suppliers.  There were 38 plan holders with 4 proposals received on August 16, 2022. 

 

Issues/Analysis: Staff has reviewed the proposals and finds that Eastern Pipeline Construction, Inc. provides the best value to the City.  Eastern Pipeline Construction, Inc. is a new vendor with the City and staff met with the vendor before making their recommendation of award.

                     

Financial Information: Funds are appropriated in the Utility CIP Fund / Wastewater-Preventive Maintenance / Improvements O/T Building (#448-3516-563000-00000).

Location of Project: NE Prima Vista Blvd starting at NE Naranja Avenue and ending west of Sandia Avenue, Port St. Lucie, FL.
