2. Parties: City of Port St. Lucie and Kimley-Horn and Associates, Inc.
3. Purpose: To amend the Contract with Kimley-Horn and Associates, Inc. to include additional services such as surveys, geotechnical, environmental and design phase services through to final design plans.
4. New/Renewal/Modified: Modified.
5. Duration: No additional time is needed for this phase. End date is 12/30/2026.
6. Benefits to Port St. Lucie: Proceeding with 100% design plans will provide the documents needed to construct a vibrant public space that combines natural beauty with modern recreational facilities.
7. Cost to Port St. Lucie (Annual and Potential): Contract #20220036 Amendments #1, #3, & #4 were time extensions and did not require any additional funds. Amendment #2 included an additional $14,900.00 for a Traffic Study. Amendment #5 is for an additional $1,816,700.00 for Torino Regional Park Phase 1 Design Construction Documents. The new Contract #20220036 total amount is $2,089,520.00 and is part of the total budgeted $20.5 million 305-CIP allocation for the design and construction of Torino Regional Park Phase 1.

Staff Recommendation: Move that the Council ratify Amendments #1 through #4 and approve Amendment #5 to Contract #20220036 for the Design Services for a New Regional Park Facility on Torino Parkway with Kimley-Horn and Associates, Inc.

Background: Port St. Lucie contracted with Kimley-Horn and Associates, Inc. to develop a Conceptual Master Plan for Torino Regional Park, including Phase 1 funding and phasing recommendations. A presentation outlining the master plan was made to the City Council and subsequently approved on June 24, 2024. The development of Torino Regional Park will provide a vibrant public space that combines natural beauty with modern recreational facilities, including parking, a playground, splash pad area, various sports facilities and trails. These amenities will offer residents and visitors a place to engage in fun, healthy activities, while also preserving and highlighting the area’s natural environment. This project aligns with the City’s commitment to enhancing quality of life through culture, outdoor recreation, and community engagement.
Simultaneously, staff issued a Request for Proposal (RFP) for a Construction Manager at Risk (CMAR). Three (3) companies applied and were shortlisted. All three (3) made presentations on October 15, 2024. Once awarded, the CMAR will assist with the development of the final design and project budget, paving the way for construction to commence.
Kimley-Horn and Associates, Inc. will serve as the primary firm overseeing all engineering designs for this project, ensuring that each aspect of the park is coordinated and aligned. By utilizing Kimley-Horn and Associates, Inc. as the main design firm, they will conduct a final comprehensive review of all project elements, ensuring that everything fits together cohesively and meets the project’s goals. This coordination will also involve managing and integrating the work of any subcontractors to guarantee that all designs are compatible and buildable, providing the City with a streamlined and efficient process.
Amendments #1-#4 did not require Council approval. However, staff is requesting Council ratify these previous amendments and approve Amendment #5, which is within the Council’s approval threshold. Summary of Amendments #1 through #5:
• Amendment #1 extended the contract to December 15, 2023.
• Amendment #2 was for a Traffic Study (completed) in the amount of $14,900.00 and additional time to February 15, 2024.
• Amendment #3 extended the contract to July 1, 2024.
• Amendment #4 extended the contract to December 30, 2026.
• Amendment #5 includes additional 20220036 contract services such as surveys, geotechnical, environmental and design phase services through to the final construction plans in the amount of $1,816,700.00.
Issues/Analysis: Various departments have extensively reviewed the proposal and find that it includes all the components and amenities required for a regional park facility of this caliber.
Financial Information: Funds are appropriated in Parks CIP Fund / Parks & Rec / Professional Services (#305-7210-531000-22PR007P) and included in the $20.5 million total allocation for the Torino Regional Park Phase 1 Design/Construction.
