Executive Summary (General Business): This is the adoption hearing for a proposed large scale comprehensive plan text amendment to amend Figure 1-4 of the Future Land Use Element.  Figure 1-4 is the conceptual land use plan for the Southern Grove NCD District.  The application was submitted by Mattamy Palm Beach, LLC, as the developer of the Southern Grove DRI.  The proposed changes amend the land use sub-districts for property owned by Mattamy Palm Beach, LLC, and the Port St. Lucie Governmental Finance Corporation.  The transmittal hearing before the City Council was held on March 28, 2022.  The state land planning agency (DEO) issued their comment letter on April 28, 2022.  There were no objections or comments on the proposed amendment from DEO or any of the reviewing agencies.   

 

Presentation Information: Staff may provide a short presentation. 

 

Staff Recommendation: Move that the Council adopt the proposed amendment as recommended by the Planning and Zoning Board. 

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the proposed amendment. 

2.                     Move that the Council not approve the proposed amendment and provide staff direction. 

 

Background: The Planning and Zoning Board recommended approval of the proposed amendment at the March 1, 2022 Planning and Zoning Board meeting. 

 

Issues/Analysis: The proposed text amendment will amend Figure 1-4 of the Future Land Use Element to adjust the locations for the Residential, Mixed Use, Neighborhood/Village Commercial, and Employment Center sub-districts to accommodate new development proposals.  The amendment includes changes proposed by Mattamy Palm Beach, LLC, and changes proposed by City staff to the Port St. Lucie Governmental Finance Corporation (GFC) owned land in Southern Grove.   

                     

Financial Information: N/A

 

Special Consideration: There is an associated application for an amendment to Map H, the master development plan for the Southern Grove DRI (P22-101).  The proposed DRI amendment adjusts the locations for the Residential, Mixed Use, Neighborhood/Village Commercial, and Employment Center sub-districts to correspond to the changes to Figure 1-4.  The adoption hearing for the proposed DRI amendment is scheduled for the September 26, 2022 Special City Council meeting.

 

Location of Project: The property is located directly west of Interstate 95, between Tradition Parkway and the C-23 Canal and bordered to the west by SW Community Boulevard.
