6. Benefits to Port St. Lucie: As the fiber plant expands, its management & tracking becomes increasingly complex. To address this, a mapping system is crucial for maintaining operations.
7. Cost to Port St. Lucie (Annual and Potential): One-time expenditure of $279,115.00.

Staff Recommendation: Move that the Council approve the Sole Source expenditure, per City Code of Ordinances, Section 35.08(a)(22)a., and enter a unit price contract with Precision Contracting Services, Inc. to document the remaining fiber infrastructure throughout the City.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the Sole Source Contract with Precision Contracting Services, Inc.
2. Move that the Council not approve the Sole Source Contract and provide staff with direction.
Background: Precision Contracting Services, Inc. (PCS) has developed a unique and innovative Optical Mapping Model called FiberTrak™ which utilizes a global positioning system (GPS) coordinate-referenced database to interface with multiple off-the-shelf (OTS) software applications creating a relational database that implements stored procedures which run routines within each of these OTS applications via their respective Application Program Interfaces (APIs). FiberTrak™ is unique in its network design and asset management features allow the client accessibility to their information in various formats supporting multiple Governmental Departments from a common shared database supporting Graphical Information Systems (GIS) Mapping, Computer Aided Drafting (Planning-Engineering), and Schematic PDF (IT Network Administration) with an optical web interface (SAAS with Client’s approved authentication).
FiberTrak™ is the network documentation and design division of PCS. The FiberTrak™ team creates an intelligent model of the entire network integrating all the Outside Plant Infrastructure and Inside Plant Network Elements into one (1) cohesive database with accurate and retrievable information.
The City has over twenty (20) years of underground fiber cabling installed throughout the City by various departments and the City lacks a central location for documentation. The City needs to update the system to include all the missing information.
Issues/Analysis: Staff has reviewed the proposal and recommends Council approve the implementation of this system to enhance the management of the growing fiber plant. This will also ensure the City’s ability to adapt to future connectivity demands and efficiently respond to any disruptions.
Financial Information: ARPA Revenue Replacement Fund.
Special Consideration: The Sole Source memo was posted on Demandstar for seven (7) days per the City’s Purchasing Policy and Procedure Manual, Section 5.02. No disputes were submitted. Additionally, the Sole Source Approval Checklist is attached showing compliance with City Code of Ordinances, Section 35.08(a)(22).
