3.                     Purpose: Public Works requires citizen outreach assistance with the Floresta Drive widening project.

5.                     Duration: The initial term began on November 9, 2017 through November 9, 2020 with two (2) renewal options of 1-year terms ending in November 2022.

6.                     Benefits to Port St. Lucie: This contract assists Public Works in citizen outreach and communication as well as assists in project documentation, photography and reporting.

7.                     Cost to Port St. Lucie (Annual and Potential): An additional $54,320 for FY 20/21, and $93,120 for FY 21/22.

Staff Recommendation: Move that the Council approve Amendment #1 to Contract #20200005 for Public Information Services for the Floresta Widening Project with Quest Corporation of America, Inc.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Amendment #1 to Contract #20200005.

2.                     Move that the Council not approve Amendment #1 to Contract #20200005 and provide staff with direction.

 

Background: At the November 24, 2019 Council Meeting, City Council approved contracting with Quest Corporation of America, a Public Information (PI) services firm.  The firm began assisting Public Works in citizen outreach, communication website design and branding for the Floresta Drive widening project in January 2020 prior to the September 2020 construction start.  With construction underway, the PI firm assisted with project documentation, photography and reporting.  The PI firm works as an extension of the City’s Communication Department for the Public Works Department.

 

The original 1-year contract was executed January 2020 for $100,880 with an amended time extension through November 2021.  Funds are expected to be depleted by May 2021.  The requested $54,320.00 is to complete public information services for Floresta Drive PH 1 and $93,120 for Phases 2 & 3.

 

Issues/Analysis: Staff has reviewed the amended amount and finds is reasonable.  Quest Corporation of America, Inc., has performed these services well and is not a local firm.

                     

Financial Information: Funds are appropriated in the HC STX 19 Fund for PW / Half Cent Sales Tax - 2019 / Roadways Professional Services (#310-4105-568813-00000).
