Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Robyn Holder, CPPB (PMD).

2.                     Parties: City of Port St. Lucie and New World Builders, Inc.

3.                     Purpose: Restore two (2) historic structures at The Port District.

4.                     New/Renewal/Modified: Modified.

5.                     Duration: An additional fifty (50) calendar days for Amendment #3 and ten (10) calendar days for Amendment #4. The new end date is 3/8/2024.

6.                     Benefits to Port St. Lucie: Once completed, the 1952 lodge will provide office and meeting space for the Historical Society, a museum featuring artifacts of the City’s history, and a gift shop.

7.                     Cost to Port St. Lucie (Annual and Potential): An additional $87,087.00 for Amendment #3 and $16,000.00 for Amendment #4. The new Contract amount is $1,058,915.12.

Staff Recommendation: Move that the Council approve Amendment #3 and Amendment #4 to Contract #20210028 for the Renovations-Rehabilitation of Historic Structures at The Port District on Westmoreland Blvd., with New World Builders, Inc.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Amendment #3 & Amendment #4 to Contract #20210028 for the Renovation-Rehabilitation of Historic Structures at The Port District on Westmoreland Blvd.

2.                     Move that the Council not approve Amendment #3 & Amendment #4 and provide staff with direction.

 

Background:  The project consists of renovating the two (2) historic structures that were moved to the Westmoreland Middle Tract in The Port District. Once completed, the 1952 lodge will provide office and meeting space for the Historical Society, a museum featuring artifacts of the City’s history, and a gift shop. The renovation to the 1917 house will be determined later.

 

The additional Scope of Work for Amendment #3 is as follows:

                     Exterior paint removal and stain application to the Historic Peacock Lodge.

                     Remove paint from cypress siding using Dumond Peal Away / Heavy Duty Paint Remover system.

                     Pressure wash & sand to remove any paint or stain materials.

                     Protect soil & building components from paint stripping operation.

                     Remove resulting debris. Apply Wood Rx Original Formula Product #610, Natural-06 Finish to siding. A Technical Data Sheet is provided. Any wood replacement required due to higher level of wood reveal shall be billed at cost plus 25%.        

                     East Porch Ceiling Remediation. Remove roofing and substrates down to the plywood layer of roof sheathing in the area needed.

                     Anchor rafters to knee wall above exterior wall on south side of porch. Remove all exposed nails.

                     Re-nail plywood into rafters. Place new felt underlayment. Place new shingles to match existing.

Total net cost is $87,087.00.

 

The additional Scope of Work for Amendment #4 is as follows:

                     The electric supply to the Historic Peacock Lodge is provided from a location on the south side of the park entrance. Properly sized electric wiring is required to serve the Lodge and complete the Lodge project.

                     Pull new 1/0 wire from location at south park entry road 2” conduit.

                     One (1) intermediate handhole/pull box on south side of entry road.

                     One (1) intermediate handhole/pull box on north side of entry road.

                     Excavate and install new conduit to be buried from handhole/pull box on north side to the meter panel mounted to the building.

                     Coordinate with FPL to get permanent electrical meter installed. The temporary power and wiring to it will need to be removed to pull the permanent wiring through the existing conduit.

Total cost is $16,000.00.

 

Issues/Analysis: Staff has reviewed the proposed changes and finds them to be fair and reasonable.

                     

Financial Information: Funds are appropriated in the General CIP Fund / Parks & Recreation / Improvements O/T Building (#301-7210-563000-00000).

 

Special Consideration: Amendment #3 was originally not presented to Council due to being below the amendment threshold requiring Council approval of $99,999.99, per the Code of Port St. Lucie 35.35.09(b). Amendment #4, combined with Amendment #3, does exceed the threshold needed for Council approval and therefore, both amendments are being presented to Council for approval.
