Response to Martin County Board of County Commission Letter Regarding Extension of Village Parkway

Executive Summary (General Business): On December 10, 2020 the City received a letter (Exhibit A) from Martin County referencing the Mattamy LLC, Large Scale Comprehensive Plan Amendment Text Amendment (P20-059) that proposes changes to the concept plan. The letter notes that the conceptual plan lacks a connection of SW Village Parkway south of SW Becker Road into Martin County. A proposed extension of SW Village Parkway from its current terminus at Becker Road over the C-23 Canal and south to County Road 714 (SW Martin Highway) in Martin County was depicted on the 2035 Regional Long-Range Transportation Plan (RLPTP). The 2035 RLPTP was adopted in 2011. The proposed southern extension of Village Parkway into Martin County was not included in the 2040 St Lucie Transportation Planning Organization LRTP plan that was adopted in 2017.This agenda item is prepared with the intent to receive direction to send the attached draft response to Taryn Kryzda, County Administrator.

Staff Recommendation: Move that the Board approve for City staff to send the attached letter as a direct response to the Martin County letter.

1. Move that the Board amend the recommendation and provide further direction.
2. Move that the Board reject the draft letter and provide further direction.
Background: The St. Lucie County Transportation Planning Organization (TPO) is responsible for the regional transportation needs and planning. The letter provided by Martin County is outdated and does not refer to recently adopted policy; the 2040 Long Range Transportation Plan. The 2035 Long Range Transportation Plan was adopted in 2011 by the TPO as a regional planning effort between Indian River, St.Lucie and Martin County. Since 2011, the 2040 LRTP has been adopted and in that plan the Village Parkway connection into Martin County was removed from the plan. Subsequently, today the TPO is working toward adopting the 2045 LRTP which does not include the Village Parkway connection into Martin County.
Issues/Analysis: The Mattamy Palm Beach LLC, Large Scale Comprehensive Plan Text Amendment to the Future Land Use Element is scheduled for final public hearing to occur at the January 25th City Council. The staff report attached to that agenda item provides the details pertaining to the applicaton and request from the applicant to amend Figure 1-4, the conceptual land use plan for the Southern Grove NCD District. In addition, the Village Parkway extension to Martin County is not a component held within any of the legislative documents of the City of Port St. Lucie, including the annexation agreement, Southern Development of Regional Impact and the Comprehensive Plan. The City’s development orders do not reserve the right-of-way for the Village Parkway extension. Finally, a site plan has been approved for the area directly south of the SW Village Parkway and Becker Road Intersection. The America Walks Site Plan was approved by the City Council on April 27, 2020 and an amendment was approved on December 14, 2020. The approved America Walks Site Plan builds out the area identified in the 2035 LRTP as the proposed Village Parkway extension.
