Executive Summary (General Business): This is the adoption hearing for a large scale comprehensive plan text amendment to amend Figure 1-6 of the Future Land Use Element. Figure 1-6 is the conceptual land use plan for the Wilson Groves NCD Land Use District. The proposed amendment to Figure 1-6 provides for the realignment of Becker Road and revises the locations for the Mixed Use, Neighborhood/Village Commercial, and Residential land use subdistricts to reflect a new development plan for the Wilson Groves DRI. The application is associated with an application to amend the Wilson Groves DRI by amending Map H, the DRI master plan. The changes to Map H correspond to the changes to Figure 1-6. The adoption hearing for the DRI amendment, P21-127, is scheduled for the March 11, 2024 City Council meeting.
An updated traffic study was provided and reviewed by the Public Works Department and the City’s 3rd Party traffic consultant (Kittelson and Associates). As noted in the attached memo from the Public Works Department, the proposed changes to Figure 1-6 could be accommodated within the planned roadway network for Wilson Groves at the time of buildout and construction of all required transportation improvements. The reassignment of trips with this proposal does not result in any additional capacity deficiencies on the roadway segments internal to the site that are not already addressed in the Development of Regional Impact (DRI) commitments.

Staff Recommendation: Move that the Council adopt the amendment as recommended by the Planning and Zoning Board.
Alternate Recommendations:
1. Move that the Council amend the recommendation and adopt the amendment.
2. Move that the Council not approve the amendment and provide staff direction.
Background: The Planning and Zoning Board recommended approval of the proposed amendment at a special meeting of the Planning and Zoning Board on November 28, 2023. Wilson Groves is an approved Development of Regional Impact (DRI) that is located west of Interstate 95, east of Range Line Road, north of the C-23 Canal and immediately south and west of the Riverland Kennedy DRI. The Wilson Groves DRI is approximately 2,499 acres in size.
Issues/Analysis: The transmittal hearing by the City Council was held on December 4, 2024. The proposed amendment was transmitted to the Florida Department of Commerce and the reviewing agencies. There were no objections to the proposed amendment.
Financial Information: N/A
Special Consideration: As part of the review, the Treasure Coast Regional Planning Council received a letter from the Director of Public Works for Martin County that addressed a potential alignment for the southern extension of SW Village Parkway into Martin County to help alleviate traffic impacts on Martin County roadways. SW Village Parkway is outside the boundaries of the Wilson Groves DRI. The letter and the City’s response are included in the submittal packet.
Location of Project: The property is generally located north of the C-23 Canal, east of Range Line Road, south of the Marshall Parkway right-of-way, and west of the N/B road right-of-way.
