Summary Brief (Agreements/Contracts only)

2.                     Parties: City of Port St. Lucie and Accurate Septic Services, Inc.

3.                     Purpose: To assist City staff with the backlog of new construction and conversion installations.

4.                     New/Renewal/Modified: Modified.

5.                     Duration: 5 years with an option to renew for an additional 5 year term.  This Amendment is for emergency services through the end of the fiscal year.

6.                     Benefits to Port St. Lucie: Provide effective response time for the citizens.

7.                     Cost to Port St. Lucie (Annual and Potential): The unit prices are as follows: 1) each tap & service is $385; 2) each connection & service is $295; 3) each new construction Grinder installation is $1,400; 4) each conversion or STEP System Grinder is $2,050. The total amount that is estimated to complete the fiscal year is 1,912,375.

Staff Recommendation: Move that the Council approve Amendment #1 to Contract #20180096 as for the immediate need of services, waive the bidding, Chapter 35.04(c), good cause shown, for the installation of new construction grinder systems and conversion installations with Accurate Septic Services, Inc.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Amendment #1 to Contract #20180096.

2.                     Move that the Council not approve Amendment #1 to Contract #20180096 and provide staff with direction.

 

Background: Due to the continued high-level growth of new home construction throughout the City, the Utility Systems Department (USD) has fallen behind in its sewer grinder tank installations. The USD currently has a contract with Accurate Septic Services, Inc. to install the grinder tanks, but the USD had continued with installing the service lines. The USD just negotiated a price with Accurate Septic Systems, Inc. to perform the complete installation including services and pushes in order to continue to catch up and reduce the backlog on grinder installations.  The USD will continue to inspect the work of Accurate Septic to ensure the work is completed per specification. As of February 28, 2021, the sewer conversion backlog was 237 with a wait time of 20-24 weeks. The new construction backlog was 1,450.

 

Issues/Analysis: Staff has reviewed the proposal and finds the rates are reasonable. Accurate Septic Services, Inc. has performed these services well and is a local vendor.

                     

Financial Information: Funds are available in the Utility Connection Fees / Sewer Division / Other Contractual Services (#439-3515-534000-00000).
