Executive Summary (General Business): Mattamy Palm Beach, LLC, has applied to amend the construction plans for the Cadence Phase I Final Subdivision Plat (P21-171) in Western Grove. Cadence Phase I was approved by the City Council on January 24, 2022 via Resolution 22-R17. Cadence is located in the northwest quadrant of the intersection of Tradition Parkway and N/S A road right of way. Cadence Phase I created 124 single-family residential lots, an amenity center tract, and two water management tracts, and provided construction plans for infrastructure improvements. An infrastructure bond was approved for the construction of Phase III of Tradition Parkway from the FPL powerline easement in Western Grove west to a proposed roundabout at the entrance to the Cadence subdivision, construction of a private right-of-way tract to provide access to the lots, and associated utilities. Mattamy is seeking to amend the construction plans for Tradition Parkway to add a tower in the roundabout at the entrance to the Cadence subdivision. The proposed tower will be similar in design to the existing Tradition towers with a maximum height of approximately 41 feet. Tradition Parkway is a City owned public right-of-way and the request includes approval of an Interlocal Agreement and License Agreement between the City and Tradition Community Development District No. 1 (CDD) for installation of the tower and maintenance of the tower.
Presentation Information: Staff may provide a short presentation.
Staff Recommendation: Move that the Council adopt the resolution as recommended by the Site Plan Review Committee.
Alternate Recommendations:
1. Move that the Council amend the recommendation and adopt the resolution.
2. Move that the Council not approve the resolution and provide staff direction.
Background: The Site Plan Review Committee recommended approval of the amended construction plans at the January 26, 2022 Site Plan Review Committee meeting.
Issues/Analysis: The proposed Interlocal Agreement for Installation of Architectural Features and License Agreement was reviewed and approved by the Public Works Department and the City Attorney’s Office for submittal to the City Council. Under the terms of the agreement, the City will convey to the CDD a perpetual, non-exclusive license to install and maintain an architectural feature within the roundabout, consisting of a tower and associated lighting, landscaping, irrigation and electrical facilities. In the event the tower is removed, the CDD will restore the roundabout per the City’s landscaping standards.
Financial Information: The CDD will be the entity responsible for the installation and maintenance of the proposed tower. Per the proposed agreement, the City has no responsibility for the installation or maintenance of the Architectural Feature or supporting infrastructure.

Location of Project: The roundabout is located on Tradition Parkway in Western Grove west of N/S A and at or near the entrance to the Cadence subdivision (under construction).
