Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Robyn Holder, CPPB (PMD).

2.                     Parties: City of Port St. Lucie, and separate contracts each with: (1) Giangrande Engineering & Planning, LLC; (2) Propel Engineering, LLC; and (3) Willdan Engineering, Inc. (“Consultants”).

3.                     Purpose: To have available qualified resources to review plans that have been submitted to the City, as needed.

4.                     New/Renewal/Modified: New.

5.                     Duration: Three (3) years with the option to renew for two (2) additional one (1)-year terms.

6.                     Benefits to Port St. Lucie: To have several qualified firms available to review plans as needed.

7.                     Cost to Port St. Lucie (Annual and Potential): Proposals will be requested for each project based on the hourly rates identified in the contracts.

Staff Recommendation: Move that the Council award Contract #20250144 for Independent Peer Services to the Consultants, the top ranked firms selected by the Evaluation Committee.

 

Alternate Recommendations:

1.                     Move that the Council reject the recommended award and provide staff with direction.

2.                     Move that the Council reject all proposals and provide staff with direction to reissue the solicitation or cancel the Request for Qualifications.

 

Background: The City is need of Consulting Services to provide Independent Peer Review Services of Design Plans and to function as an extension of the City’s resources by providing qualified technical and professional personnel to perform the duties and responsibilities needed by the City. To the maximum extent possible, the Consultant shall minimize the City’s need to apply its own resources to perform any assignments. The City, at its option, may elect to expand, reduce, or delete the extent of each work element described in this Scope of Services, provided such action does not alter the intent of the task assignment being requested of the Consultant.

 

A Request for Qualifications was issued in accordance with section 287.055, Florida Statutes, known as the Consultants’ Competitive Negotiation Act (CCNA), on June 23, 2025, to 626 potential consultants. There were 48 plan holders with 3 proposals being received on July 23, 2025.

 

PMD held the first evaluation meeting on September 22, 2025, to review and discuss the proposals and individual scores to determine the short list. The evaluation Committee selected and voted for all 3 firms to move to the short list. The firms were invited to a second evaluation committee meeting that was held on October 23, 2025, to make presentations and to answer more detailed questions regarding the services that they will provide. There were 3 firms that made presentations. The Evaluation Committee reviewed their scores and adjusted accordingly. The final scores were announced as follows:

 

#1 Ranked Firm with a final score of 95.00 - Propel Engineering, LLC

#2 Ranked Firm with a final score of 93.6 - Willdan Engineering, Inc.

#3 Rank Firm with a final score of 92.2 - Giangrande Engineering & Planning, LLC

 

PMD began negotiations with the top 3 ranked firms. All 3 firms agreed to the proposed rates the City averaged between the rates submitted by the firms. The rates were agreed to by all firms and each has submitted signed contracts for approval.

 

Issues/Analysis: Staff recommends awarding to all qualified firms.

                     

Financial Information: Funds are budgeted in various accounts and will be allocated as projects are assigned.
