Summary Brief (Agreements/Contracts only)

2.                     Parties: City of Port St. Lucie and Rack'D Roofing & Construction LLC.

3.                     Purpose: To replace the existing Community Center roof to ensure structural integrity, weather protection, and continued safe use of the facility.

4.                     New/Renewal/Modified: New.

5.                     Duration: 60 days from Notice to Proceed, including permitting.

6.                     Benefits to Port St. Lucie: This project will address aging roof conditions and prevent further water intrusion, helping protect the facility and extend its useful life.

7.                     Cost to Port St. Lucie (Annual and Potential): Base bid of $368,767.00, plus a 10% contingency, for a total of $405,643.70.

Staff Recommendation: Move that the Council award Contract #20260069 and enter into a contract with Rack'D Roofing & Construction LLC, for the Community Center Roof Replacement.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the recommended bid.

2.                     Move that the Council reject all bids and provide staff with directions to rebid or cancel the bid.

 

Background: The Community Center roof has reached the end of its useful life and requires replacement due to age and ongoing maintenance concerns. The existing roof, installed around 1998, includes a metal roof section exceeding 37,000 square feet. Funding for the roof replacement project is included in the FY26 Capital Improvement Program, with an approved budget of $500,000.

 

On January 20, 2026, an E-Bid was issued through OpenGov for the Replacement Roof - Community Center project. The solicitation received 2,561 views. Of the 32 submissions received, 17 bidders were deemed responsive. Rack’d Roofing & Construction LLC was recommended as the lowest responsive and responsible bidder.

 

Issues/Analysis: Staff has reviewed all submitted bids and determined that Rack’d Roofing & Construction LLC provides the best value to the City. A vendor responsibility review was conducted to assess the contractor’s capacity, experience, understanding of the project, and ability to meet bonding and insurance requirements. Rack’d Roofing & Construction LLC demonstrated strong qualifications, including extensive commercial roofing experience, adequate bonding capacity, and the ability to complete the project within the required timeframe.

                     

Financial Information: Funds for this project are appropriated in FY26 CIP-Community Center-Buildings.  Budget Account (#301-7201-562000 - 26PRO28P).
