body
Submitted By: Emily Seitter, Project Manager, Public Works Department
Strategic Plan Link: The City's Goal of high-quality infrastructure and facilities.
Executive Summary (General Business): The Public Works Department is seeking City Council approval of the proposed 10-Year Mobility Funded Plan (Plan) Project Prioritization List, including funding determinations, as the revised project list incorporates the City’s data-based key mobility needs identified via consultant and approved by City Council at the 2023 Summer Workshop.
Presentation Information: 30-minute Power Point Presentation presented by Emily Seitter
Staff Recommendation: Request that the Council approve the 10-Year Mobility Funded Plan (Plan) as presented.
Alternate Recommendations:
1. That the Council move to amend the recommendation and approve the Plan.
2. That the Council move to not approve the Plan and provide staff with direction.
Background: The City of Port St. Lucie has experienced exponential growth in recent years and is positioned to continue expanding. This residential, commercial, and economic growth creates the need for high-quality infrastructure including, but not limited to; safe and accessible pedestrian and non-driver facilities; intersection improvements to accommodate increasing traffic volume; safe, widened, and well-maintained and resurfaced roadways; innovative safety features for emergency response personnel. The proposed prioritization of projects as indicated in the 10-Year Mobility Plan addresses each of these categories.
Issues/Analysis: N/A
Financial Information: The anticipated revenue from mobility fees is $9M/year. City Council approved the approach to construct projects totaling approximately $5M/year and “banking” $4M/year for the purpose of bonding the larger roadway projects. Information provided by the Finance Department suggests a $4M annual recurring stream of revenue for debt service payments would generate $65M in bond proceeds for capital projects over a 30-year period.
Special Consideration: As indicated by City Council at the 2023 Summer Workshop, funding for large roadway projects may be pursued via bonding. The proposed Bonding projects are: St. Lucie West Boulevard widening from Peacock Boulevard to Cashmere Boulevard. Bayshore Boulevard reconstruction with bike lanes and sidewalks from Selvitz Road to Prima Vista Boulevard. Torino Parkway widening from Midway Road to North Torino Parkway. Southbend Boulevard widening from (E&W) Snow Road to Becker Road with roundabouts on Southbend Boulevard at E. Snow Road/W. Snow Road, W. Snow Road/Eagle Drive and at Eagle Drive/Eagle Drive.
