Strategic Plan Link: The City's Goal to enjoy culture, nature and fun activities.

Summary Brief (Agreements/Contracts only)

1.                     Prepared by: City of Port St Lucie and the School Board of St. Lucie County

2.                     Parties: City of Port St. Lucie and St. Lucie County School Board

3.                     Purpose: To supplement the terms of the existing Interlocal Agreement between the City and the School Board for the use of school sites for summer camps.

4.                     New/Renewal/Modified: Modified

5.                     Duration: The supplement is effective between June 9, 2025, to August 1, 2025.

6.                     Benefits to Port St. Lucie: The Supplement provides additional locations, specifically County school sites, for the City to provide summer camp program.

7.                     Cost to Port St. Lucie (Annual and Potential): The St. Lucie County School Board is providing three school facilities for the City’s summer camp program.  The School Board will provide custodial services throughout the summer for the reimbursable costs of custodial supplies.  $200 for each site for the summer, for a total cost to the City of Port St. Lucie of $600.

Presentation Information: Parks and Recreation Staff will be available to answer any questions.

Staff Recommendation: Move that the Council approve the Supplement to the Interlocal Agreement for Mutual Use of Facilities.

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the Supplement to Interlocal Agreement for Mutual Use of Facilities with revisions.

2.                     Move that the Council reject the supplement to the agreement and provide staff with direction.

Background: In an effort to expand the City’s summer camp program, Parks & Recreation leadership met with the St. Lucie County School District (SLCSD) representatives on October 30, 2024, to inquire about the potential use of school sites as additional summer camp locations, as the current sites (MidFlorida Event Center and Minsky Gym) were already at capacity. As the school sites were not included in the original Interlocal Agreement, parties agreed to supplement the terms of the Interlocal Agreement for Mutual Use of Facilities.  The Supplement to the Interlocal Agreement has been agreed to and executed by the School Board.

Issues/Analysis: The addition of the three school sites will allow the Parks & Recreation Department to provide 150 additional children with summer camp in 2025.

Financial Information: The $600 for custodial goods was built into projected expenses when Parks & Recreation determined the weekly rates for summer camp, which would recognize 100% cost recovery if all vacancies are filled.

Special Consideration: The registrations for the school sites are at or nearing capacity.

Location of Project: Manatee K-8, Southern Oaks Middle, and Southport Middle schools.
