Executive Summary (General Business): Provide an update to Council on the medical benefit plan offerings and competitiveness within the local market. This includes, but is not limited to, self-funded claims performance, industry trends, cost mitigation strategies, and local entity benchmarking.

 

Presentation Information: Presentation by Human Resources and Dustin Kuehn, Gehring Group

 

Staff Recommendation: Request that the Council hear the presentation.

 

Background: The City provides a comprehensive health plan to support the health and well-being of its employees and their families while balancing affordability and fiscal responsibility. Due to the complexity of healthcare markets, regulatory requirements, and cost trends the City engages an independent employee benefits consultant to provide expert analysis, benchmarking, and strategic guidance related to the City’s health plan.

 

The consultant’s role includes evaluating plan performance, reviewing claims and utilization trends, assessing market competitiveness, and identifying opportunities to manage costs while maintaining appropriate benefit levels. This independent perspective supports informed decision-making and helps ensure the City’s health plan remains sustainable, competitive, and aligned with best practices.

 

The City’s employee benefits consultant will present an overview of the current health plan, including recent performance, cost drivers, and market considerations and will be available to answer Council questions.
