2.                     Parties: City of Port St. Lucie & McNabb-Miller Hydrogeologic Consulting, Inc. 

3.                     Purpose: To provide design, permitting, and CEI services for two (2) class 1 deep injection wells and one (1) monitoring well to serve the future Rangeline Water Treatment Facility and one (1) class 1 deep injection well at Glades Wastewater Treatment Facility.

4.                     New/Renewal/Modified: New.

5.                     Duration: 1,392 calendar days with no option to renew.

6.                     Benefits to Port St. Lucie: The deep injection wells are part of larger plant expansion projects to meet the needs of the City’s growing population. Deep injection wells allow for the safe, environmentally approved disposal means for water and wastewater treatment processes. Redundancy also allows for continued operation in case of emergency or regularly scheduled maintenance, thereby maintaining service to residential, commercial, and critical customers, such as hospitals, nursing homes, schools, etc.

7.                     Cost to Port St. Lucie (Annual and Potential): One-time expense of $3,728,663.70.

Staff Recommendation: Move that the Council award Contract #20240177 for the design of two (2) class 1 deep injection wells and one (1) monitoring well to serve the future Rangeline Water Treatment Facility and one (1) class 1 deep injection well at Glades Wastewater Treatment Facility to McNabb-Miller Hydrogeologic Consulting, Inc.

 

Alternate Recommendations:

1. Move that the Council reject the recommended award and provide staff with direction.

2. Move that the Council reject all proposals and provide staff with direction to reissue the solicitation or cancel the Request for Qualifications.

 

Background: Due to the population projections in the Utility Systems Department Master Plan, it is necessary to construct a new reverse osmosis water treatment plant at the Rangeline Repump Station site. As part of the plant, two (2) new class 1 deep injection wells will be required to meet current and future water treatment demands. An additional class 1 deep injection well will also be designed for the Glades Wastewater Treatment Facility to serve as a backup to the existing deep injection well, as well as provide additional disposal for current and future needs. Such redundancy mitigates against service interruptions.

 

A Request for Qualifications was issued in accordance with section 287.055, Florida Statues, identified as Consultants’ Competitive Negotiation Act (CCNA) on October 15, 2024, to 635 potential consultants. There were two (2) proposals received on November 21, 2024, at 3:00pm. PMD convened the first evaluation committee meeting on December 10, 2024, to review the two proposals submitted, both of which were ultimately shortlisted for further consideration. The firms were invited to a second evaluation meeting held on January 6, 2025, to make presentations and to answer more detailed questions regarding the project. The Evaluation Committee reviewed their scores and adjusted accordingly. The final scores were announced as follows:

 

#1 Ranked Firm: McNabb-Miller Hydrogeologic Consulting, Inc. - 4437.00

#2 Ranked Firm: AECOM Technical Services, Inc. - 4362.00

 

PMD began negotiations with the top ranked firm, McNabb-Miller Hydrogeologic Consulting, lnc. After the negotiations, an agreement was made to accept the proposal of $3,728,663.70.

 

Issues/Analysis: Staff has reviewed the final proposal and finds that the fees are fair and reasonable for the amount of work needed to complete this project.
