3. Purpose: To conduct the research, traffic study, typical section recommendation, and ultimate development of construction plans to reduce traffic congestion.

5. Duration: One Thousand, Four Hundred and Sixty (1460) Calendar Days.
6. Benefits to Port St. Lucie: To reduce traffic congestion, increase multimodal access, and rebuild the failing roadway on NW Bayshore Blvd. from NW Prima Vista to NW Selvitz Rd.
7. Cost to Port St. Lucie (Annual and Potential): One-time expense estimated to cost $976,197.47

Staff Recommendation: Move that the Council award Contract #20230118 for Design, Permitting, and Final Plan Services for Bayshore Blvd Multimodal Corridor Improvement Project with SCALAR Consulting Group Inc.
Alternate Recommendations:
1. Move that the Council amend and approve the recommended proposal.
2. Move that the Council reject all proposals and provide staff with direction to reissue the solicitation or cancel the Request for Proposals.
Background: The City seeks a consultant to provide field survey, design, and permitting services for complete street and mobility improvements to NW Bayshore Boulevard between Prima Vista Boulevard and NW Selvitz Road.
The Request for Proposal was issued in accordance with Section 287.55, Florida Statutes, identified as the Consultants’ Competitive Negotiations Act (CCNA), on March 11, 2024, to 973 potential consultants. The City received four (4) proposals on April 11, 2024. PMD held the first evaluation committee meeting on June 5, 2024 to review and discuss the proposals and individual scores and determine a short list. The Evaluation Committee selected and voted to move forward with a short list of three (3) firms. The three firms were invited to a second evaluation meeting held on June 21, 2024, to make presentations and to answer questions regarding the project. The Evaluation Committee reviewed the scores and adjusted accordingly. The final scores were announced as follows:
• Ranked #1 - SCALAR Consulting 898.75
• Ranked #2 - Culpepper and Terpening 815.00
• Ranked #3 - CAPTEC 763.50
PMD began negotiations with the top ranked firm, SCALAR Consulting Group Inc. After the negotiations, an agreement was made to accept the proposal of $976,197.47
Issues/Analysis: Staff has reviewed the final proposal and finds that the fees are fair and reasonable.
Financial Information: Funds are appropriated in the R&B CIP Fund/Traffic Control/Improvement (304 4121 563 005).
