2. Parties: City of Port St. Lucie and Leica Geosystems.
3. Purpose: This will assist the Police Department in becoming more efficient and safer at crash sites by purchasing faster technology.
4. New/Renewal/Modified: New.
5. Duration: The initial term began on November 1, 2017 through October 31, 2022.
6. Benefits to Port St. Lucie: Allows the Police Department to purchase better equipment that will increase Officer safety and reduce human oversight and errors.
7. Cost to Port St. Lucie (Annual and Potential): Estimated annual expenditures for FY 2021 is $108,229. Future years expenditures will be as approved in each department’s budget.

Staff Recommendation: Move that the Council waive the bidding, per Chapter 35.04(c), good cause shown, and approve participating in the GSA Contract #GS-07F-0069U with Leica Geosystems for Scientific Equipment and Services.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve participating in the GSA Contract #GS-07F-0069U.
2. Move that the Council not approve participating in the GSA Contract #GS-07F-0069U and provide staff with direction.
Background: Over the past few years, a request was made to the agency to purchase a 3D scanning system as an investigative tool to accurately map a crime scene for criminal and traffic homicide investigations. The scanning technology re-creates the scene by mapping and measuring the scene out in 3D. The Criminals Investigations Division tries to ensure that the Detectives and Crime Scene Investigators have the resources, tools and training needed to provide the best investigative outcomes when they are called upon to solve a crime. Over the past few years, the City has seen an increase in violent crimes and traffic homicides. In lieu of calling out one of the three Sheriff’s Offices to bring their 3D scanner, the Police Department would have their own system that will be operated by trained members of the City.
Issues/Analysis: Staff has reviewed the GSA contract and finds that it meets the needs of the City and meets the requirements of the City’s procurement ordinance.
Financial Information: Funds are appropriated in the General Fund / Criminal Investigations / Other Machinery Equipment (#001-2115-564400-00000).
