Executive Summary (General Business): Staff initiated revisions to the City’s Mobility Plan, Mobility Fee Technical Report and Mobility Fee Ordinance to adjust the fee in response to the growth the City has experienced over the last 5 years, and in response to legislative changes. This update will help the City address infrastructure needs including roads, sidewalks and trails over the plan period and will adjust fees per the statute for 2027-2030. This update is consistent with the City’s Strategic Plan and the Comprehensive Plan. The only changes to the material since the last hearing is that the documents have been updated to reflect new legislation and dates, and, the fee schedule proposed is the statutory limit and is no longer based on a finding of extraordinary circumstances, which would have allowed the fees to be increased above the statutory limit. Additionally, the Mobility Fee Administrative Manual is now ready for review by the City Council and was added to the proposed Ordinance 26-89.
Presentation Information: Staff will provide an introduction and show a brief video. Jonathan Paul will then provide a brief presentation that addresses common questions relating to the 2050 Mobility Plan and Fee Schedule. Following these items, Jonathan Paul will provide an update on what has changed since the last hearing and will be prepared to provide a comprehensive presentation on the 2050 Mobility Plan and Fee Schedule if requested.
Staff Recommendation: Move that the Council approve Ordinance 26-89, with the fees effective December 31, 2026.

1. Move that the Council amend the recommendation and approve Ordinance 26- 89, with the fees effective December 31, 2026.
2. Move that the Council not approve Ordinance 26-89.
Background: The City initially established its mobility fee system through Ordinance 21-75, and subsequently amended it through Ordinance 22-87, and Ordinance 23-42. Since its initial adoption, the City has experienced numerous challenges in ensuring that the roadway network expands adequately to accommodate the needs of the community. These challenges which include escalating construction costs, have spurred the City to amend, refine and enhance its mobility plan and propose mobility fee updates consistent with statutory requirements. The proposed changes to the mobility fee system and the City’s Mobility Fee Ordinance are based on the multimodal improvements included in the 2050 Mobility Plan, the technical analysis contained in the Technical Report which were prepared by Jonathan Paul of NUE Urban Concepts, LLC.
The City team has been committed to keeping everyone informed and involved in the update to the mobility fee system. Staff created a project website where all materials relating to this project are easily accessible to the public. Staff published all documents on this website on August 19, 2026, when the notice of the stakeholder workshops was sent out. Two stakeholder workshops were held in person and virtually, at 6:00 pm September 2nd, and 10:00 am September 3rd.
Issues/Analysis: This Ordinance supports and furthers goals, objectives and policies of the Transportation Element of the Comprehensive Plan and furthers the Strategic Plan implementation. It also includes updated mobility project lists for the short, mid and long term, as well as increased mobility fees, phased in over a 4-year time period. The 2050 Mobility Plan does not include County roads, and the fee is discounted approximately 10% on the east side and approximately 22% on the west side to account for the removal of County roads for the Plan.

Special Consideration: The 2050 Mobility Plan provides guidance and project prioritization for the CIP and as such is important to formally adopt.
