3. Purpose: To enhance security and network uptime by expanding the City’s fiber optic cable plant to reach all water treatment plants with diverse pathways.

5. Duration: 18 Months, with no option to renew.
6. Benefits to Port St. Lucie: By implementing ring capabilities within the core fiber optic cable plants it will ensure network connectivity during unexpected fiber cuts. Fiber cuts can result in network outages lasting hours, days, or weeks. This fiber expansion project will significantly enhance the security interconnectivity of the utility infrastructure throughout the City.
7. Cost to Port St. Lucie (Annual and Potential): One -Time Expense of $4,551,745.00.

Staff Recommendation: Move that the Council award Contract #20220081 and enter a unit price contract with Precision Contracting Services, Inc. for the Fiber Optic Expansion Project.
Alternate Recommendations:
1. Move that the Council approve the recommendation and award Contract #20220081.
2. Move that the Council not approve Contract #20220081 and provide staff with direction.
Background: Currently, the City has approximately 105 miles of fiber optic backbone/trunk cable throughout the City. The existing fiber was installed with other departments to connect specific facilities for their specific needs; however, it lacks the interconnectivity to provide fault tolerance connections to facilitate the enhanced security required to protect the utility infrastructure.
An E-Bid was issued on July 29, 2022, to 343 potential suppliers. There were 16 plan holders with 3 proposals received on August 30, 2022.
Issues/Analysis: Staff has reviewed the proposals and finds Precision Contracting Services, Inc. provides the lowest responsive bid. This project is funded by the American Rescue Plan Act
( ARPA ) therefore the award must be made to the lowest responsive bidder.
Financial Information: Funds are appropriated in FY2023 CIP Fund / Information Technology/ Improvements O/T Buildings. (#301-1320-563000-22IT002P).
Special Consideration: This project is funded through the American Rescue Plan Act (ARPA).
