Executive Summary (General Business): This Resolution authorizes the City Manager, or written designee, to enter into and execute grant agreements related to law enforcement and traffic safety from specific Local, State and Federal agencies. The purpose is to streamline administrative processes and enhance operational efficiency by allowing the Police Department to promptly act on funding opportunities that support public safety initiatives. All agreements will remain subject to legal review and approval, as well as the oversight of the City Manager in accordance with the City Charter. This Resolution is limited to grant agreements that do not require matching funds or financial contributions from the City.
Presentation Information: No formal presentation but staff will be available for questions.
Staff Recommendation: Move that the Council approve Resolution 26-R__, authorizing the City Manager, or written designee, to enter into and execute grant agreements related to law enforcement and traffic safety, subject to the supervision of the City Manager.

Background: The Police Department routinely applies for and receives grants from agencies to provide for services and specialized projects related to law enforcement and safety measures. Specifically, the following agencies offer grant initiatives for public safety, traffic safety, and crime detection on a regular basis:
Federal Agencies (Various Grants)
• U.S. Department of Justice (DOJ)
• Bureau of Justice Assistance (BJA)
• Office of Community Oriented Policing Services (COPS Office)
State and Local Agencies
• Florida Department of Law Enforcement (FDLE)
o State Assistance for Fentanyl Eradication (SAFE)
o Drone Replacement Program (DRP)
o On-Line Sting Operations
o State Homeland Security Grant
o Identity Theft and Fraud Grant Program
• Office of the Attorney General
Specialized Programs
• Florida Department of Transportation (FDOT) Traffic Safety Grants
Issues/Analysis: Law enforcement grants which fall outside the scope of this resolved authorization will follow the default process of requesting authorization through the City Manager or City Council (as applicable) for execution of agreements.
Financial Information: There is no direct fiscal impact associated with this Resolution. Individual grants executed under this authority will be reviewed for fiscal implications at the time of acceptance. This authorization does not extend to grant agreements requiring a financial contribution from the City such as a grant match or initial/up front expenditure.
