6. Benefits to Port St. Lucie: Provides for pedestrian access, includes improvements to drainage and the swale system, and further connects major roadways as intended in the Sidewalk Master Plan.
7. Cost to Port St. Lucie (Annual and Potential): City participation for the construction costs for this project is estimated to be $1,262,296.00.

Staff Recommendation: Move that the Council adopt the Resolution authorizing the City Manager to execute the Local Agency Program (LAP) Agreement
Alternate Recommendations:
1. Move that the Council amend the recommendation and complete the motion in the Affirmative.
2. Move that the Council not approve the recommendation and provide staff direction.
Background: The Kestor Drive Sidewalk Project is included in the City’s 10-Year Sidewalk Master Plan. In coordination with the St. Lucie County Transportation Planning Organization, the project was submitted for the 2021 FDOT Transportation Alternatives Program grant cycle. The project was selected by FDOT District 4 for award under the Local Agency Program. The length of this sidewalk is approximately 7,300 Linear Feet, or 1.38 miles.
Issues/Analysis: The Resolution authorizes the City Manager, or his designee, to enter into a LAP Agreement with FDOT and allows City Staff to take actions necessary to implement the terms and conditions of the agreement.
Financial Information: FDOT has determined that the cost of the project is $1,999,674.00, in connection with the 6-foot-wide concrete sidewalk, activities include but are not limited to substantial improvements to the drainage and swale system, Utility adjustments, striping and signage, and segments of curb and gutter. The current FDOT participation amount, per the LAP Agreement, is $737,378.00.
Special Consideration: Staff initially anticipated an FDOT participation amount of $650,00.00. The increase of $87,378.00 will further enhance the holistic improvements that support the sidewalk project. Staff will remain diligent in pursuing a Supplemental Agreement from FDOT for additional funding on this infrastructure project, should it become available.
Location of Project: North and East side of Southwest Kestor Drive from Southwest Darwin Boulevard to Southwest Becker Road.
