2. Parties: City of Port St. Lucie and Florida Roadway Guardrail & Signs, Inc.
3. Purpose: To comply with the new ordinance and replace signs accordingly.
4. New/Renewal/Modified: New.
5. Duration: 180 calendar days with no option to renew.
6. Benefits to Port St. Lucie: Lowering the speed limit in neighborhoods is addressing safety and mobility issues identified in the Multimodal Plan that was adopted by the City Council.
7. Cost to Port St. Lucie (Annual and Potential): One-time expense of $229,799.20.

Staff Recommendation: Move that the Council award Contract #20220007 and enter into a unit price contract with Florida Roadway Guardrail & Signs, Inc. to furnish and install neighborhood speed limit sign assemblies throughout Port St. Lucie.
Alternate Recommendations:
1. Move that the Council amend the recommendation and award Contract #20220007.
2. Move that the Council not approve Contract #20220007 and provide staff with direction.
Background: The Multimodal Plan identified the need to lower the speed limit from 30 to 25 MPH in neighborhoods that should result in safer neighborhoods. The ordinance was passed by City Council however, the Police Department cannot enforce this change until all signs have been replaced.
An E-Bid was issued on October 16, 2021 to 156 potential suppliers. There were 16 plan holders with 4 proposals being received on November 18, 2021. All proposals were deemed responsive.
Issues/Analysis: Staff has reviewed the proposals and finds that Florida Roadway Guardrail & Signs, Inc. provides the best value to the City. Florida Roadway Guardrail & Signs, Inc. is not a local vendor.
Financial Information: Funds are appropriated in FY 2022 budget for the Road & Bridge Fund / Traffic / Other Contractual Services (#104-4121-534000-00000).
