2.                     Parties: City of Port St. Lucie and Godwin’s Lawn and Landscape Services, Inc.

3.                     Purpose: Procure services to provide grounds maintenance at select Neighborhood Park locations throughout the City to improve current levels of service.

4.                     New/Renewal/Modified: New.

5.                     Duration: Three (3) years with two (2) additional one (1)-year options to renew.

6.                     Benefits to Port St. Lucie: Provides mowing and trimming services in City parks at an increase in services with additional cost savings.

7.                     Cost to Port St. Lucie (Annual and Potential): Estimated annual expenditure is $177,808.88. Future expenditures will be appropriated in each year’s budget.

Staff Recommendation: Move that the Council award Contract #20230107 and enter a unit price contract with Godwin’s Lawn and Landscape Services, Inc. for Mowing and Trimming Services at City Park Lands.

 

Alternate Recommendations:

1.                     Move that the Council reject the recommended bid.

2.                     Move that the Council reject all bids and provide staff with direction.

 

Background: This E-Bid is a re-bid of mowing and trimming services. These services help maintain neighborhood parks that are utilized by residents and their families.

 

The E-Bid was issued on March 1, 2024, to seven hundred and twenty-nine (729) potential suppliers. There were thirty-two (32) plan holders with seven (7) proposals submitted on March 28, 2024. Two (2) bidders were deemed non-responsive.

 

Issues/Analysis: Staff has reviewed the proposals and finds that Godwin’s Lawn & Landscape Services, Inc., provides the best value to the City. Godwin’s Lawn & Landscape Services, Inc., is a local vendor and has performed several successful projects for the City since 2018.

                     

Financial Information: Funds are appropriated in the adopted FY Budget for General Fund / Parks & Recreation - Parks / Other Contractual Services (#001-7210-534000-00000).
