2. Parties: City of Port St. Lucie St. Lucie County Sheriff, City of Fort Pierce, St. Lucie County Fire District, St. Lucie County BOCC
3. Purpose: The County has entered into an agreement with Motorola Solutions, (the “Motorola Agreement") whereby Motorola Solutions will provide and install their Premier One Cloud-Based CAD, RMS, & MCT/MFR System for the use by the Sheriff, SLCFD, Fort Pierce and Port St. Lucie at a cost of $4,500,000.00 amortized over a five (5) years, detailed in Exhibit “1, Table A” and attached hereto and incorporated herein by reference.
4. New/Renewal/Modified: Amendment includes the cost of the change order to the original contract, detailed in Exhibit “1, Table B” and attached hereto and incorporated herein by reference. The change order was necessary to convert the existing data (Computer Aided Dispatch and Records Management System) to be included in the new system, as well as to add several interface between the Motorola Premier One Software and third party software utilized by the Police Department (traffic citation writer, traffic crash reporting, false alarms, etc), and modifications to have the system generate custom forums and reports necessary for data and crime analysis and criminal intelligence analysis. The third ammemdment incorporate Motorola Solutions Command Central Community, cost detailed in Exhibit “1, Table C” and attached hereto and incorporated herein by reference. Command Central Community is an addon to the Record Management System which interface with public facing websites to enhance community engagement and transparency with the community.
5. Duration: This Agreement shall be effective on the date it is recorded in the public records of St. Lucie County, Florida, and shall remain in effect through and including September 30, 2027, unless terminated as herein provided. Upon prior written mutual agreement of the parties, the term may be extended for additional five (5) year periods. This agreement may only be terminated by mutual agreement of the parties. Notwithstanding anything to the contrary herein, the Sheriff, Fort Pierce and/or Port St. Lucie may choose to opt out of this Agreement effective October 1, 2021, of any fiscal year upon providing a minimum of six (6) months prior written notice delivered to the other parties.
6. Benefits to Port St. Lucie: Improving the City’s 911 system, response to calls for service, improving the reporting calls for service, enhancing crime and intelligence analysis and transparency to the community.
7. Cost to Port St. Lucie (Annual and Potential): See Exhibit for cost, Table A is the annual cost of the original agreemnent, previously approved by the City Council. The payment was $205,229.35. Table B is the cost of the Change Order, $41, 045.87 a year. And Table C, is the additional cost for the Command Central Community, $7511,70 per year. In addition to the shared cost described above, Port St. Lucie agrees to assume all responsibility and cost for the 100 meg Metro E circuit located at a City facility in Port St. Lucie, Florida, including any and all charges related to the installation, tariffs or special installation charges, for the entire term of this Agreement subject to all termination and renewal obligations set forth in the agreement between AT&T and St. Lucie County. Port St. Lucie shall be solely responsible for this circuit in addition to its shared cost for the above described shared network.

Background: The parties are implementing a new Computer Aided Dispatch (“CAD”), Report Management System, and Mobile Computer Terminal/Mobile Field Reporting (“CAD, RMS, & MCT/MFR”) system which will consolidate and centralize the CAD, RMS & MCT/MFR system in order to better serve the residents of County and the Cities. The parties have determined a shared network solution is needed for the implementation of the CAD, RMS & MCT/MFR System Shared Network. The County has entered into an agreement with Motorola Solutions, (the “Motorola Agreement") whereby Motorola Solutions will provide and install their Premier One Cloud-Based CAD, RMS, & MCT/MFR System for the use by the Sheriff, SLCFD, Fort Pierce and Port St. Lucie at a cost of $5,256,466.45 including the proposed changeorder, amortized over a five (5) years, detailed in Exhibit “1”.
Issues/Analysis: Each Public Safety Agency agrees to pay the County the Agency’s share of the CAD, RMS & MCT/MFR System Shared Network annually within thirty (30) days of receipt of an invoice from the County. The initial annual payment amounts are as set out in the attached Exhibit “1". Beginning with Fiscal Year 2021-2022 (October 1, 2021-September 30, 2022), the County shall notify each Agency of its annual payment amount on or before October 1st. The annual payment amount shall be based upon each Agency’s pro rata usage of the system as reviewed and approved by the CAD, RMS & MCT/MFR System Shared Network Technical Oversight Committee as herein provided. This shared cost shall cover the provision of infrastructure, equipment and maintenance of the Motorola Solutions, Premier One, CAD, RMS & MCT/MFR System Shared Network.
