5. Duration: Upon execution and continues through February 12, 2027 with two (2) additional one (1)-year renewal options.
6. Benefits to Port St. Lucie: To extend the life of the aging pipes by 50 years or more.
7. Cost to Port St. Lucie (Annual and Potential): Estimated annual expenditure is $1,000,000. Future expenditures will be appropriated in each budget year.

Staff Recommendation: Move that the Council approve, Per Chapter 35.08(a)(10)(a), to participate in the OMNIA Partners Cooperative Contract #23-065-PW for Trenchless Rehabilitation and Maintenance of Pipeline Infrastructure.

1. Move that the Council amend the recommendation and approve participating in the OMNIA Partners Cooperative Contract #23-065-PW with Insituform Technologies, LLC.
2. Move that the Council not approve participating in the OMNIA Partners Cooperative Contract #23-065-PW and provide staff with direction.
Background: As the City of Port St. Lucie has been aging, the underground infrastructure has been breaking down. The City is experiencing rapid growth, with an increasing influx of residents and the continuous development of new homes and shopping centers. This growth has been causing a considerable amount of wear and tear on the City’s storm drainage system. Due to this type of breakdown, it will cause road closures and a need to reroute traffic to remove and replace the failed pipes. Trenchless pipeline rehabilitation and repair uses a technique to repair the failing pipes in place, allowing the City to keep roads open causing minimal disturbance to City residents and motorists. A major advantage of this work is that it eliminates detouring traffic through the residential neighborhoods and repairing the roadway, saving the City from additional expenses. Another key benefit to repairing these pipes in place using this technology is that it extends their lifespan to the same duration as brand-new pipes, without the cost of replacement.
Issues/Analysis: Staff has reviewed the OMNIA Partner’s Cooperative contract #23-065-PW and finds that it meets all the requirements of the City’s procurement ordinance.
