6. Benefits to Port St. Lucie: Acquisition of real property located at 3542 SW Savona Boulevard, Port St. Lucie, FL, to facilitate installation of Community Gathering Space and pedestrian amenities.

7. Cost to Port St. Lucie (Annual and Potential): $85,000.00 plus closing costs and the appraisal fee paid for by the NICE program.

Staff Recommendation: Move that the Council approve the Resolution authorizing the acquisition of real property located at 3542 SW Savona Boulevard for the Savona Boulevard/Alcantarra Boulevard Community Gathering Space project as discussed during the NICE program presentation at the 2023 City Council Winter Workshop.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the Resolution authorizing the acquisition.

2.                     Move that the Council not approve the acquisition and provide staff direction.

 

Background: The Savona Boulevard/Alcantarra Boulevard intersection is a three-legged intersection and is currently signed as an “All Way” stop. Public Works is in the process of acquiring ‘Lot 4’ for a future roundabout installation. The lot in question for acquisition, ‘Lot 5’, will serve to compliment the future roundabout improvement by incorporating gathering space elements on the .23-acre lot. This would include pedestrian amenities, as well as a learning space, and play space for ongoing citizen engagement within the neighborhoods.

 

Issues/Analysis: The acquisition of this vacant parcel would prevent an adjacent driveway to the roundabout which would not be desired and could present design issues. Additionally, the acquisition would support the ‘NICE To Meet You’ gathering space initiative that is set to take place in FY 24 and FY 25 and is also identified in the newly adopted Strategic Plan.

                     

Financial Information: $85,000 plus closing costs and appraisal fee paid for by the NICE program.
