Benefits to Port St. Lucie: Design of a facility which will consolidate the City’s Public Works operations into a hurricane-rated facility to optimize the Public Works Department’s ability to provide the City and its residents with the appropriate services, including those required following a natural disaster and/or weather event.
7. Cost to Port St. Lucie (Annual and Potential): A one-time expense of $1,138,267.98 for planning, design, permitting, bidding, and construction administration services. Additional services in the amount of $107,322.85 for surveying, environmental site assessment, geotechnical exploration, testing and inspection services, and HVAC commissioning, if required.

Staff Recommendation: Move that the Council award Contract #20240046 for Professional Design Services for a New Public Works Administration Building with BEA Architects, Inc.
Alternate Recommendations:
1. Move that the Council reject the recommended award and provide staff with direction.
2. Move that the Council reject all proposals and provide staff with direction to reissue the solicitation or cancel the Request for Proposals.
Background: The Public Works Department acts in the capacity of “first responder” for the City of Port St. Lucie. The Department is currently housed in three (3) separate physical locations, which adversely affects the Department’s ability to provide the City with appropriate services following a natural disaster and/or weather event, such as a hurricane, as well as during routine daily operations. At this time, two of the three independent structures are not “hurricane proof” and none can house the entire Public Works Department. This new building will consolidate the City’s Public Works operations into a hurricane-rated facility to optimize the Public Works Department’s ability to provide the City and its residents with the appropriate services, including those required following a natural disaster and/or weather event.
A design-build contract for the Public Works Building came before City Council on January 8, 2024, and Council voted to table the item. Council again addressed the item again on January 22, 2024, rejecting all bids. After Council rejected all bids for the design-build, the process leading to this Contract #20240046 was undertaken.
A Request for Proposals (RFP) was issued in accordance with Section 287.055, Florida Statutes, identified in the Consultants’ Competitive Negotiation Act (CCNA) on February 2, 2024, to 1,451 potential consultants. There were ten (10) proposals received on March 6, 2024. PMD held the first evaluation committee meeting on April 12, 2024, to review and discuss the proposals and individual firm scores to determine the short list. The Evaluation Committee voted and selected to shortlist the firms ranked in the top four (4). Five (5) firms were shortlisted because of a tie for fourth (4th) place. The shortlisted firms were invited to a second evaluation meeting held on May 20, 2024, to make presentations and answer more detailed questions regarding the project. The Evaluation Committee reviewed their scores and adjusted accordingly. The final scores of the shortlisted firms were announced as follows:
#1 Ranked firm: BEA Architects, Inc. - 437 points.
#2 Ranked firm: Currie Sowards Aguila Architects - 433 points.
#3 Ranked firm: CPH Consulting, LLC - 429 points.
#4 Ranked firm: Bentley Group, Inc. - 428 points.
#5 Ranked firm: Song + Associates, Inc. - 426 points.
Results for all ten (10) firms that submitted proposals are shown on the attached Evaluation Round #1 Consolidated Score Sheet.
PMD began negotiations with the top ranked firm, BEA Architects, Inc. After the negotiations, an agreement was made to accept the proposal of $1,138,267.98 and $107,322.85 for additional services, if required.
Issues/Analysis: Staff has reviewed the final proposal and finds that the fees are fair and reasonable for the design and administration services offered.
Financial Information: The funds are appropriated in Road & Bridge CIP Fund / Operations / Buildings (304-4105-562000-00000).
