2.                     Parties: City of Port St. Lucie and Kimley-Horn and Associates.

3.                     Purpose: This Amendment addresses the City’s growth, and the rapid building of the surrounding development. The Utility Systems Department (“USD”) designed a 24” Force Main connecting both sides of I-95 to serve this development. However, the USD desires to amend the original scope of work to accommodate the design of a 24” Water Main. By using the same engineer, the City will eliminate redundancy in design and save approximately $45,000 by not hiring a surveyor or geotechnical investigation firm. The existing Engineer of Record can reuse the topographical survey and the geotechnical investigations report. This Amendment eliminates the need for the existing engineer of record to coordinate with a new engineer of record.

5.                     Duration: April 27, 2020 to June 1, 2023.

6.                     Benefits to Port St. Lucie: By Amending this Contract, the City can add capacity to this high growth area in an effective manner.  This line is anticipated by the USD Master Plan and is necessary to keep up with the demand of current development. Therefore, the USD wishes to amend this Contract to expedite the design as the construction of the main is crucial to providing services to serve both current and future development.  Without this water main, the areas potable water main may become overburdened and may result in reduced pressures and flows to area customers.

7.                     Cost to Port St. Lucie (Annual and Potential): The additional services that are beyond the original scope of work is $55,150.

Staff Recommendation: Move that the Council approve Amendment #3 to Contract #20200051 for the Design Services for Glades Cutoff Road 24” Force Main with Kimley-Horn & Associates.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Amendment #3 to Contract #20200051.

2.                     Move that the Council not approve Amendment #3 and provide staff with direction.

 

Background: A Request for Proposal (“RFP”) (#20180148) was issued on February 18, 2019, to obtain the services of Engineering firms to provide services for water and wastewater utility projects with construction costs under two million ($2,000,000) and planning and study related activities under two hundred thousand ($200,000). Nine (9) Engineering firms responded with three (3) firms being selected and added to a rotating list. One of those firms was Kimley-Horn & Associates.  When this project was ready to move forward, Kimley-Horn was the next firm on the list.

 

The Continuing Contract #20180148 was utilized for this contract and the original contract (#20200051) with Kimley-Horn was signed on May 7, 2020.  The Engineer performed design services to the Utility Department for Glades Cutoff Road 24” Force Main Extension. The improvement was required to assist in the overall system hydraulics of the City’s force main transmission system.  The project area is generally located along the east side of Glades Cutoff Road between Commerce Centre Drive and Canal No. 105 (approx. 2,400 LF northeast of I-95). The force main extension is approximately 9,200 FL in total length.

 

In September 2021, Amendment #1 was signed to extend the contract an additional two hundred and fifty (250) calendar days until July 26, 2022. The amendment also added additional Construction Administration/Observation services in the amount of $187,500.00.

 

In June 2022, Amendment #2 was signed to extend the contract an additional three hundred ten (310) calendar days to align the contract with the construction schedule until June 1, 2023.

 

Issues/Analysis: In July 2022, the USD requested the addition of design of a 24” Water Main to Continuing Contract #20180148 for economies of scale. As a major provider of water, reuse water and wastewater services, the USD must take steps to stay ahead of the growth by constantly adding capacity.  To that end, a master plan was commissioned and created to anticipate the areas expected to grow the fastest.  From this plan, the consulting engineers suggested that to keep up with growth, the USD would have to add a 24” Water Main to distribute water to the expected areas of development. This additional scope is intended to add this last step, the 24” Water Main, while saving approximately $45,000 for the City. Kimley-Horn will design and permit a water main extension that will be installed via a directional bore and will have no connections to any existing mains at this time. 

 

Staff has reviewed the additional compensation and find that it is fair and reasonable.

                     

Financial Information: Funds are appropriated in Utility CIP Fund / Water Distribution-Preventive Maintenance / Improvements-Design (#448-3316-563004-00000).

Location of Project: Along the west wide of Glades Cutoff Road from the St. Lucie County Humane Society southwest approximately 2,800 LF, crossing under I-95.
