2.                     Parties: City of Port St. Lucie and the Parkson Corporation (“Parkson”) 

3.                     Purpose: The City has existing Dynasand Filters located at the Westport Wastewater Treatment Facility. Parkson, is the original manufacturer/supplier of the filters and is the only source for replacement parts. Additionally, Parkson is the only vendor that has certified technicians to work on the equipment.

4.                     New/Renewal/Modified: New

5.                     Duration: This is a one-time purchase.

6.                     Benefits to Port St. Lucie: The wastewater treatment plant filter upgrades will increase the efficiency and effectiveness of treating the wastewater, improve water quality for our reclaimed customers, and will aid in the continued protection of our environment.

7.                     Cost to Port St. Lucie (Annual and Potential): The total estimated expenditure is $766,328.

Staff Recommendation: Move that the Council waive the bidding, per Section 35.08(a)(22) and approve the purchase of parts and maintenance under Contract #20240108 with Parkson Corporation. 

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and waive the bidding, per Section 35.08(a)(22) and approve the purchase of parts and maintenance under Contract #20240108 with Parkson Corporation. 

2.                     Move that the Council not approve Contract #20240108 and provide staff direction.

 

Background: The City currently has simultaneous capital projects underway at the Westport Facility. Rehabilitation of these filters was originally planned towards the end of the plant project. However, due to recent interruptions in the ability to provide reclaimed water to customer’s, operations recommended moving this project up based on the previously described benefits.

 

Issues/Analysis: Staff has reviewed the quote and find that it meets the needs of the City and all the requirements of the City’s purchasing ordinance.        

                     

Financial Information: Funds will be appropriated from Utility Systems Department budget.

 

Special Consideration: Approval of this purchase is essential for regulatory compliance in operating our wastewater treatment facility.

 

Location of Project: Westport Wastewater Treatment Facility.
