Strategic Plan Link: The City's Goal of a high-performing city government organization.
Executive Summary (General Business): This ordinance is an administrative amendment to Chapter 57 of the Code of Ordinances that changes the method by which Public Works fees are adopted. No Public Works fees are being established or modified by this ordinance. Instead, the ordinance removes the fee schedule from the Code and authorizes future Public Works fees to be adopted by resolution of the City Council. The proposed fee schedule and any associated fee changes will be presented separately under a companion resolution for Council consideration. This change streamlines future fee updates while maintaining City Council approval of all Public Works fees.
Presentation Information: Staff will be available to answer questions.
Staff Recommendation: Move that the Council approve Ordinance 26-XX.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Ordinance 26-XX.
2. Move that the Council table the item and provide staff direction.
Background: Public Works fees are currently established within Chapter 57 of the Code of Ordinances pursuant to Ordinance 20-83. As a result, any future modification to the fee schedule requires adoption of an ordinance, including two public readings. This ordinance removes the fee schedule from the Code and authorizes the City Council to establish and amend Public Works fees by resolution. The proposed change provides a more efficient process for future fee updates while maintaining City Council approval of all Public Works fees.
