2.                     Parties: City of Port St. Lucie and Kimley-Horn and Associates, Inc. (“Kimley-Horn”).

3.                     Purpose: To amend the scope of work for the Design & Permitting Services for a New Regional Park Facility on Torino Parkway to include the design of a roundabout as the primary entrance to the park.

4.                     New/Renewal/Modified: Modified.

5.                     Duration: No additional time is needed.

6.                     Benefits to Port St. Lucie: A roundabout entry was chosen because it provides additional traffic calming, better supports future growth, and eliminates the need for road widening and turn lanes. 

7.                     Cost to Port St. Lucie (Annual and Potential): An additional $225,000.00 for a new Contract amount of $2,314,520.00.

Staff Recommendation: Move that the Council approve Amendment #6 to Contract # 20220036 with Kimley-Horn and Associates, Inc. for the Design & Permitting Services for a New Regional Park Facility on Torino Parkway.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Amendment #6 to Contract #20220036.

2.                     Move that the Council not approve Amendment #6 to Contract #20220036 and provide staff with direction.

 

Background: Kimley-Horn is currently under contract with the City and is actively working on the Torino Park design. The scope of work is being expanded to include the design of a roundabout and an EMS access route. On February 24, 2025, Kimley-Horn presented several options to the City Council for vehicular entrance, and the Council selected this option for the main vehicular entrance to Torino Regional Park.  This type of entry was chosen because it provides additional traffic calming, better supports future growth, and eliminates the need for road widening and turn lanes. This will be located approximately 400 feet west of Briscoe Drive intersection on North Torino Parkway. A stabilized access route will also be designed at the west end of the park to allow for emergency-only access to the park. These off-site roadway improvements were not included in the previous work authorizations for Kimley-Horn.

 

The estimated cost for the expanded scope of work is a total of $225,000.00.

 

                     Task 1 - Roundabout Design - $213,000.00

                     Task 2 - Professional Survey Services - $12,000.00

 

Issues/Analysis: Staff has reviewed the proposed changes described herein and found them to be fair and reasonable.

                     

Financial Information: The funds are appropriated in the Parks CIP Fund / Parks & Rec / Professional Services (#305-7210-531000-22PR007P).
