2.                     Parties: City of Port St. Lucie and Felix Associates of Florida, Inc.

3.                     Purpose: Authorize a time extension and changes to contract line items based on the actual quantities.

4.                     New/Renewal/Modified: Modified.

5.                     Duration: September 26, 2022 to November 10, 2022.

6.                     Benefits to Port St. Lucie: The replacement of Lift Station SP-16 ensures continued reliable utility service for the City’s utility customers. This project is complete.

7.                     Cost to Port St. Lucie (Annual and Potential): An additional $52,476.56 to be added to the contract resulting in the Contract amount being increased to $895,052.56.

Staff Recommendation: Move that the Council approve Amendment #4 to Contract 20210016 for the Replacement of Lift Station SP-16 with Felix Associates of Florida, Inc.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Amendment #4 to Contract #20210016.

2.                     Move that the Council not approve Amendment #3 to Contract #20210016 and provide staff with direction.

 

Background: Amendment #4 includes one (1) change order and a time extension that are identified below:

 

1)   Created pay item for the 8” LPM piping.

2)   Created a pay item for the 8” gate valves.

3)   Added ESYR Sealing Fittings to the electrical scope.

4)   Added work associated with City provided odor control unit.

5)   Added cantilever gate and eliminated swing gate.

6)   Added yard drain.

7)   Replace swale liner and construct berm at rear of property.

8)   Excavate existing LPM services to determine connections.

9)   Relocate force main and valve at lift station discharge.

10)  LPM connection field changes.

11) Install thrust block on LPM.

12) Dewatering for City work.

13)  Grading work due to FPL work by others.

14)  Clearing and grubbing at existing lift station.

             15)  Additional work requested on Camden Street.

 

                     Total Contract Increase costs = $52,476.56

 

The contract was extended 45 days for the reconciliation work at the lift station, which has been completed.

 

Issues/Analysis: Staff has reviewed the additional work and changes described herein and finds them to be fair and reasonable.

                     

Financial Information: Funds are appropriated in the FY 2020-2021 budget for the Utility Renewal & Replacement Fund / Lift Stations / Improvements O/T Buildings (#438-3380-563000-00000).

Location of Project: Due to Homeland Security, the specific location is not disclosed.
